GENEL NİTELİKLER VE İŞ TANIMI

RECRUITMENT FOR TURKEY
 
“Doctors Worldwide Turkey is looking for Project Manager for WHO supported Project for Migrant health Training center in İstanbul.”
 
Doctors Worldwide Turkey is an international humanitarian aid organization who serves medical reliefto communities in need through the provision of sustainable medical relief and health based development programs over 40 countries worldwide.
 
1. BACKGROUND
With support of world Health Organization, Doctors Worldwide Turkey (DWWT) provides support for preparing Syrian doctors and nurses to work within the Turkish medical system in Istanbul in a partnership with the Ministry of Health-Turkey
 
 
Project Manager is responsible for overall management and coordination of the program. She/He will be based in İstanbul Coordination Office.
 
2. TASKS AND RESPONSIBILITIES
  • Supervise the overall project team and ensure close collaboration between the logistic, medical and administrative departments and good team spirit.
  • Insure smooth implementation of the project according to project proposal including budget monitoring of activities.
  • Develop and maintain an effective field based team, which includes medical and support staff.
  • Ensure team security and safety and compliance with security regulations.
  • Assess continuously the humanitarian and security situation in the field and timely inform the Program Coordinator.
  • Liaise with relief committees, camp managers and community leaders.
  • Actively coordinate with the local government bodies and other relevant parties.
  • Produce monthly reports on project achievements and donor reports as requested.
  • Provide technical assistance and DWWT staff on the ground.
 
Base Management
  • Ensure adequate information flow within the different teams.
  • Oversee and coordinate the general functioning of the base, and all departments/services.
  • Create/maintain a “team spirit” within the different departments and amongst the staff.
 Program management
  • Ensure the implementation of the program and its follow-up in its different aspects.
  • Continuously assess the needs & adjust the programs to the needs.
  • Draw up plans, proposals and budgets for new projects/extensions of projects in conjunction with the relevant team.
 
 
 
 
 
 
 Logistics/Finance/Administration
  • Ensure familiarity with donor compliance issues, ensuring all projects are compliant with these and DWWT procedures.
  • Ensure appropriate administrative, financial and logistical DWWT systems/procedures are in place, maintained and adhered to so that all support functions are carried out effectively and efficiently.
  • Ensure regular communications are maintained between the different departments and act as a mediator when necessary.
  • Are responsible for accurate budget control and overall responsibility for financial management at the project site in line with project proposals.
  • Monitor expenditure and budget compliance on a regular basis.
 
Human Resource Management
  • Are responsible for the well-being of all team members; conduct regular team building activities.
  • Where relevant, contribute to recruitment and selection of national staff.
  • Are responsible for national staff selection, recruitment, and disciplinary and grievance procedures.
  • Maintain good inter-team communications engender good team dynamics, and take suitable action when problems occur.
  • Support team members professionally and monitor and support stress management.
  • Carry out appraisals as per DWWT standard requirements and procedures.
  • Ensure all new team members are adequately briefed on arrival in the field, and departing team members are debriefed.
  • Are responsible for capacity building and training of national personnel.
 
Representation
  • Carry out representation with other NGOs, UN agencies, local and national government bodies, donors and other relevant parties.
  • Participate on a regular basis to all relevant meetings and are collaborative and build a strong relationship with all partners working in the area.
  • When relevant and with the Program Coordinator approval, represent DWWT to donors, authorities, NGOs and other parties as necessary.
 
 Safety and Security Management
  • Ensure team security and safety in collaboration with the coordination team.
  • Proactively monitor the political, military and security situation.
  • Ensure that appropriate security guidelines are developed, communicated, adhered to, and regularly reviewed.
  • Ensure timely and accurate security/incident reports are sent to the Program Coordinator.
 
Reporting
  • Elaborate monthly coordination report with the coordination team.
  • Ensure regular contacts with Program Coordinator.
  • Participate to proposals & reports to donors
 


İŞ TANIMI

3. REQUIRED QUALIFICATIONS
  • Fluent English and Turkish are required, Arabic are an asset.
  • Experience with an international NGO working in emergency contexts, managing programs, preferably within the health sector.
  • Previous experience of project planning and budget holding; proposal and report writing.
  • Experience of security management at the field site level.
  • Knowledge and understanding of project management tools (Logical Framework analysis, project cycle management, objectives and indicators etc.)
  • Experience in management of multi projects budgets.
  • Strong leadership skills and a supportive management style (experience managing national and expatriate staff).
  • Confident and proficient in the use of MS Office tools.
  • Capacity building and training of local partners.
  • Ability to work under a minimum of supervision.
  • Willing to live and work in challenging conditions.
  • Reactivity, anticipation, adaptability, capacity to take initiatives.
  • Strong problem solving and organizational skills in day to day and crisis situations.
  • Ability to classify and to manage priorities.
  • Listening and diplomacy skills.
  • Team spirit.
  • Capacity to work and to live in tense conditions (proximity to an armed conflict, unstable situation for NGOs in Turkey).
  • Willing to live and work in challenging conditions.
  • Ability to travel and relocate if it is requested.
 
4. CONDITIONS OF EMPLOYMENT
Starting: ASAP
Duration: Until 30th May 2017
Contract: Employee – Fixed Term
Location: İstanbul (Location can be changed if needed)
