IT Project Leader / Project Manager
About the Job

Position Overview:
The Office of Information Technology (OIT) seeks project leader with experience delivering a wide range of enterprise IT projects such as HIS. HIS stands for Hospital Information System. The primary responsibility of this position is to work with business stakeholders and medical departments’ managers, IT leadership, project team to successfully manage, HIS project through various stages of the project lifecycle. Ideal candidates will have experience developing and implementing an IT program management structure that drives consistent and predictable delivery of IT projects.
Job Responsibilities:
* Provide overall direction and ensure the successful implementation and adoption of various projects in alignment with strategy, timeline, and budget
*Transition complex and mission-critical technology development projects into ongoing operations
* Provide input on PM framework, performance management, resource forecasting, unit organizational structure, resource allocation, skills forecasting and team development
*Create and manage project work plans, schedules, budget, and management reports that define and track project progress
* Help define and develop best practices for enterprise project delivery including templates, procedures and tool usage
* Track project change requests and implement corrective actions for various executives to ensure project success
*Work effectively with managers and project teams to deliver projects
*Partner with stakeholders and managers to formulate strategies that ensure effective roll-out and adoption of IT changes
* Seek and provide feedback on individual and PM team performance
Required Qualifications:
* Bachelor's degree in Engineering, Business Administration, MIS, or related fields and or 2 more years of experience in the areas of project management and 7 more years of experience in software development
* Demonstrated experience in delivering large, complex projects that lats of integrated such as Medula, Saglık.Net, HL7 (Health Language 7), etc.
*Demonstrated experience in leading and managing project teams
*Demonstrated experience managing stakeholder expectations
*Experience in Object Oriented Design.
*Proficiency in, at least, one modern programming language such as C, C++, C#, Java, or Perl
*Experience in several platforms or technologies, in delivering solutions across multiple technologies, and an understanding of interdependencies with technologies in a program
*Experience leading and delivering packaged and custom solutions
*Strong written and verbal communication skills, including ability to present to diverse audiences including senior executives
*Strong political awareness and the ability to inform and influence executives
*Strong persuasion and negotiation skills, including conflict resolution skills
*Ability to work collaboratively and build consensus
*Experience in overseeing concurrent projects
Preferred Qualifications:
*Experience in higher education
*Experience in software development
*Project management certification (e.g., PMP)
*Strong business acumen
