QUALIFICATIONS AND JOB DESCRIPTION


•University degree in economics, Marketing or a comparable degree program
•Desirable a Master Degree in Marketing and/or past experience in Marketing Management activities
•At least 3 years professional experience in Procurement and Supply Chain Management
•Desirable demonstrated experience of market sector strategy development and execution
•Excellent relationship management skills
•Desirable knowledge of the Sales & Marketing business.
•Good knowledge in the mineral oil sector with focus on downstream, quick comprehension in regards to national specifics is required
•Open, integrative and personally convincing personality
•Can represent PSCM at business level, easily interacting with the business stakeholders
•Preferably additional experiences with PSCM and project management from other sectors (e. g. from consultancy projects)
•Excellent written and oral skills in English and Turkish.
•Above-average social competence; has excellent communication and influencing skills
•Can weigh up priorities and develop projects to success
•Convincing performance and results-oriented
•Distinct analytical and financial skills, especially in the area of savings targets, with the ability to apply data and figures



İŞ TANIMI

Accountabilities Expected from Role:
Procurement and Supply Chain Management (PSCM) defines all activities with the purpose of obtaining goods and services via third parties with the goal of the qualitative and quantitative value maximization for the company.
ESA PSCM performs these activities as a service offered to several businesses and functions within the region.
 
Professional procurement starts with an early involvement in demand planning, and uses state of the art purchasing methods (e.g. Global Competitive Sourcing, Four Box Model) and Total Cost of Ownership (TCO) aspects, in line with a planned category strategy, while guaranteeing adequate risk mitigation and save and reliable operations. With this approach, the purchasing department ensures the timely fulfilment of the demand at a competitive price while meeting the set quality requirements, all with the use of current market innovations.
 
The scope comprises of any procurement activity for Marketing, within the ESA PSCM Sales and Marketing CoE. The Marketing Sourcing Specialist will interact with the PSCM Delivery teams and Marketing teams in Turkey and the other ESA countries to assure the right implementation of the PSCM Marketing strategies. The main subcategories to be managed are: ATL, BTL, Print, Loyalty, CRM and Branded Merchandise.
 
PSCM is regarded as a main factor and key differentiator in generating added value for the company and achieving stable growth for the future. The development of corresponding strategies, measures and processes as well as their implementation presents multiple challenges.

•PSCM needs to ensure further cooperation and optimisation of the respective business organisations

The Marketing Sourcing Specialist is responsible for the annual volume of Third Party Spend as defined in the Marketing budget in Turkey. This includes the planning, management and control of all PSCM resources and activities as well as the development and implementation of efficient and effective processes (interfaces with the PSCM Function “Enabling”). These processes support the requirements and goals of the principle of "House of Procurement" and meet the requirements and expectations of the Senior ESA Business Management. Whilst his/her primary focus is the country where he/she is located, the community of Marketing Sourcing Specialists will act in an integrated way developing initiatives together at an ESA level.
The job holder is a member of the ESA PSCM Marketing Category Team.
 
Market Sector Strategy
•Accountable for the development and delivery of the written regional market sector strategy document, communication materials and implementation plan.
•Provides, on a regular basis, regional inputs/requirements to the Global PSCM Marketing team to assure the development and delivery of the written market sector strategy document, communication materials and implementation plan perfectly fit in ESA
•Responsible for the implementation of the regional market sector strategy within ESA, embedding the global PSCM strategies (i.e. Global Competitive Sourcing)
•Accountable for benefits tracking from the market sector strategy implementation.
•Ensures the contracting approaches identified in the market sector strategy are employed in ESA.
•Actively participates in the Marketing Regional Category Council to develop the market sector strategy and subsequent sourcing projects.
•Interprets market intelligence to set forward-looking strategies and to capitalise on prevailing opportunities (e.g., technology impacts, alternative suppliers).
•Responsible for the quality of spend data in Oyster and validity of approved vendor list (AVL) for market sector.
•Represents BP in industry forums.
 
Sourcing
•Incorporates outputs of the market analysis, technical requirements, financial analysis and economic modelling to shape sourcing strategy.
•Directs and reviews sourcing strategy development, commercial/market risk management, contract negotiation and implementation efforts in line with business strategy.
•Champions the use of BP’s standard sourcing tools and methodologies, ensuring they are appropriate for the supply market.
•Ensures application of an end-to-end (TCO) view in all sourcing decisions
•Manages Marketing purchasing measures in compliance with existing management guidelines, processes, budgets, plans and goals
Management
•Responsible for the Value Delivery in the assigned Regional Market Sector
•Responsible for the development and delivery of annual plans, including activities, budgets and resources for the market sector.
•Coaches and mentors delivery procurement staff to improve engagement with Marketing teams and commercial stakeholders and establishes communication channels between local stakeholders, senior Procurement staff and business leaders.
•Routinely communicates with integrity across key business stakeholders to align the strategic intent of the market sector strategy and the local business needs.
•Engages local Procurement Teams and key Marketing and commercial stakeholders to develop collaborative approaches to supply projects and to ensure cross-discipline alignment on market sector strategies.
•Establishes and develops the relationships with the ESA Marketing suppliers and contractors and ensures that performance requirements are understood and fulfilled through proper SPM (Supplier Performance Management) programmes
•Actively influences country leaders to gain alignment and access to appropriate resources
•Advises the ESA Marketing Sourcing Manager with regards to potential value delivery opportunities in Turkey and the other ESA countries
•Responsible for operative purchasing and the optimum use of the resources available
•Delivery of $ saving targets as per defined ESA plans, supporting the overall company/business strategy
•Coordination of interests between a local, operative country perspective and an international, strategic sourcing perspective, leveraging BP’s scope and scale to the wider benefit of BP
•Support to innovation and to the introduction of changes in light of internal and external market challenges
 
 HSSE, Ethics & Compliance, Risk & Contract Management
•Assurance of the integrity of all purchasing measures in regards to policies, processes, tools and standards of BP
•Shapes contractual terms and conditions, involving legal when required, employing best practice in contracting methods to manage risk and maximize value
•Responsible for ensuring the usage of CONFIRM contractual templates and expertise in contract law to execute the contract strategy
•Ensures the implementation of new contracts and supplier management of change, including effective hand-over to local/country personnel
•Assurance of the HSSE and OMS requirements for employees as well as suppliers
•Observation of the BP Code of Conduct including a suitable monitoring of the suppliers portfolio; role model and coach for employees in the practical implementation of flawless ethical behaviour.
•Observation of legal provisions (Corruption and Due Dilligence (CDD)), HSSE and BP guidelines in regards to safety, quality, finance and administration
•Drive and support the Diversity and Inclusion Strategy and Ambition http://diversityandinclusion.bpweb.bp.com/en/DI_Ambition.aspx across the teams
•Compliance with management guidelines and procedures, management of budgets, plans and goals in compliance with the target agreement
•Reporting of the DOA compliance including the corresponding escalation and implementation of suitable measures for the in-line control PSCM internally

•Expert in the PSCM Marketing, represents the purchasing department in front of other specialist and functional units
•Support for the further development and positioning of the ESA PSCM function, implementation of the global transformation program to increase the performance, efficiency, effectiveness and capabilities within the purchasing process defined and the key relations and contacts
