Konuyu 90\u2019lar\u0131n ortas\u0131na, internetin 1995\u2019teki d\u00fcnyaya a\u00e7\u0131l\u0131\u015f\u0131na g\u00f6t\u00fcrebiliriz.<\/p>\n<p>Kurumlarda MRP \u2013 malzeme ihtiya\u00e7 planlama ve ERP \u2013 kurumsal kaynak planlama yaz\u0131l\u0131mlar\u0131 1960\u2019larda kullan\u0131lmaya ba\u015flanm\u0131\u015ft\u0131. \u00d6rne\u011fin; bug\u00fcn\u00fcn en \u00e7ok tan\u0131nan ERP yaz\u0131l\u0131mlar\u0131ndan Alman SAP 1972, ABD\u2019li Oracle 1977\u2019de kuruldu. Yaz\u0131l\u0131m teknolojilerinin geli\u015fim h\u0131z\u0131na internet farkl\u0131 bir boyut katt\u0131. Ayn\u0131 yaz\u0131l\u0131m\u0131n internet sayesinde \u00e7oklu lokasyonda kullan\u0131labilirli\u011fi veri \u00fcretme, i\u015fleme, analiz, raporlama gibi i\u015f s\u00fcre\u00e7lerini de\u011fi\u015ftirdi, b\u00fcy\u00fctt\u00fc. Yaz\u0131l\u0131m teknolojileri, i\u015fi ve karar mekanizmalar\u0131n\u0131 h\u0131zland\u0131rd\u0131k\u00e7a, 20. y\u00fczy\u0131l\u0131n b\u00fcy\u00fck k\u0131sm\u0131nda i\u015f d\u00fcnyas\u0131n\u0131n al\u0131\u015ft\u0131\u011f\u0131 oyunun yava\u015f kurallar\u0131 \u00f6nce de\u011fi\u015fti, sonra h\u0131zla d\u00f6n\u00fc\u015ft\u00fc.<\/p>\n<p>\u0130\u015f y\u00fcr\u00fctme standartlar\u0131n\u0131 derhal farkl\u0131la\u015ft\u0131rmak gerekti\u011fini g\u00f6ren ilk sekt\u00f6r tabii ki yaz\u0131l\u0131m teknolojileri oldu. Dev yaz\u0131l\u0131m ekipleri, yaz\u0131l\u0131m geli\u015ftirme s\u00fcre\u00e7lerinde b\u00fcy\u00fck s\u0131k\u0131nt\u0131lar ya\u015f\u0131yordu. Ekiplerin birbiriyle koordinasyon eksikli\u011fi, uyumsuzlu\u011fu insan etkinli\u011fini d\u00fc\u015f\u00fcr\u00fcyor, yaz\u0131l\u0131m geli\u015ftirme s\u00fcre\u00e7lerini verimsizle\u015ftiriyordu. \u0130\u015fte bu k\u0131s\u0131r d\u00f6ng\u00fc i\u00e7inde 17 teknoloji insan\u0131 bir araya gelerek, Kas\u0131m 2002\u2019de yaz\u0131l\u0131m geli\u015ftiriciler i\u00e7in 12 maddelik <a href=\"https:\/\/agilemanifesto.org\/iso\/tr\/principles.html\">\u00c7evik Manifestoyu<\/a> haz\u0131rlad\u0131. Bu manifesto d\u00f6rt ana prensipten olu\u015fuyordu:<\/p>\n<ol>\n<li>S\u00fcre\u00e7 ve ara\u00e7lar yerine bireyler ve etkile\u015fimlere,<\/li>\n<li>Kapsaml\u0131 dok\u00fcmantasyon yerine \u00e7al\u0131\u015fan bir \u00fcr\u00fcne,<\/li>\n<li>Kontrat g\u00f6r\u00fc\u015fmeleri yerine m\u00fc\u015fteri i\u015f birli\u011fine,<\/li>\n<li>Belirli bir plan izlemek yerine de\u011fi\u015fime ayak uydurmaya odaklanaca\u011f\u0131z.<\/li>\n<\/ol>\n<h5><strong>Peki, bu manifestonun d\u00f6rt ana prensibi nas\u0131l hayata ge\u00e7irilecekti?<\/strong><\/h5>\n<p>2000\u2019li y\u0131llara kadar yaz\u0131l\u0131m teknolojileri dahil pek \u00e7ok sekt\u00f6rde \u00fcr\u00fcn, hizmet geli\u015ftirme metodu olarak\u00a0<strong>\u015eelale (waterfall) metodu <\/strong>kullan\u0131lmaktayd\u0131. \u015eelale, art\u0131k h\u0131zlanan d\u00fcnyan\u0131n ihtiyac\u0131n\u0131 kar\u015f\u0131layam\u0131yordu. \u00c7eviklikse\u00a0m\u00fc\u015fterinin, piyasan\u0131n, rekabetin h\u0131zl\u0131 de\u011fi\u015fimine ayak uydurabilmek ad\u0131na aranan \u00e7\u00f6z\u00fcm oldu ve h\u0131zla uygulamaya sokuldu.<\/p>\n<p>Ekiplerde \u00e7evik \u00e7al\u0131\u015f\u0131rken farkl\u0131 \u00e7er\u00e7eve\/framework ve metotlar kullan\u0131l\u0131r:<\/p>\n<ul>\n<li>Scrum<\/li>\n<li>Kanban<\/li>\n<li>S\u0131n\u0131rsal Programlama (extreme programming),<\/li>\n<li>Kristal (Crystal),<\/li>\n<li>Uyarlamal\u0131 Sistem Geli\u015ftirme (Adaptive System Development),<\/li>\n<li>Dinamik Sistem Geli\u015ftirme (Dynamic System Development Method),<\/li>\n<li>Test G\u00fcd\u00fcml\u00fc Geli\u015ftirme (Test Driven Development) ve<\/li>\n<li>Radikal \u00c7eviklik (Radical Agility)<\/li>\n<\/ul>\n<p>Bunlardan en pop\u00fcler \u00e7er\u00e7eve\/framework\u00a0<strong>scrum<\/strong>, en pop\u00fcler metot\u00a0<strong>kanban<\/strong>d\u0131r.<\/p>\n<p>Elbette teknik anlamda \u00e7evik \u00e7er\u00e7eve ve metotlar\u0131 kullanmaya ba\u015flamak stratejik bir y\u00f6netsel karar. Bu karar\u0131 veren \u00fcst y\u00f6netimlerin ve karardan farkl\u0131 derecelerde etkilenecek b\u00fct\u00fcn ekiplerin \u00e7evikli\u011fi b\u00fct\u00fcnc\u00fcl olarak anlamas\u0131, \u00f6\u011frenmesi \u00e7ok kritik.<\/p>\n<p>\u00c7evikli\u011fi anlamak i\u00e7in boyutlar\u0131na ve standartlar\u0131na bakarak ba\u015flayabiliriz. Bir kurumda \u00e7eviklik \u00fc\u00e7 boyutta ger\u00e7ekle\u015fir;<\/p>\n<ol>\n<li><strong>Teknik \u00c7eviklik<\/strong>\u2013 \u00c7evik \u00e7er\u00e7eve ve metotlar\u0131n kullan\u0131m\u0131d\u0131r.<\/li>\n<li><strong>Liderlik \u2013 Y\u00f6netsel <\/strong><strong>\u00c7eviklik<\/strong>\u00a0\u2013 S\u00fcrekli de\u011fi\u015fim, inovasyon zihniyetini kuruma getirmek, yerle\u015ftirmek, ya\u015fatmak, ilerletmektir.<\/li>\n<li><strong>\u0130nsan \u00c7evikli\u011fi<\/strong>\u2013 S\u00fcrekli de\u011fi\u015fime \u00f6z fark\u0131ndal\u0131kla, rasyonel, duygusal, s\u00fcre\u00e7sel, ili\u015fkisel olarak h\u0131zla adapte olmak ve hepsini s\u00fcrekli \u00e7ok y\u00f6nl\u00fc geli\u015ftirmektir.<\/li>\n<\/ol>\n<p>21. y\u00fczy\u0131lda bir kurumun \u00e7evik \u00e7al\u0131\u015fabilmesi i\u00e7in <strong>iki temel standard\u0131 <\/strong>kar\u015f\u0131l\u0131yor olmas\u0131 \u00e7ok \u00f6nemlidir.<\/p>\n<p>Bu standartlardan 1&#8217;incisi teknoloji kullan\u0131m\u0131 ile sa\u011flanan <strong>veri ve verinin ileti\u015fimidir.<\/strong> \u00c7evik kurumlarda yaz\u0131l\u0131mlar sayesinde veri \u00fcretilir, analiz edilir, de\u011ferlendirilir ve karar mekanizmas\u0131nda kullan\u0131l\u0131r. Verinin maksimum oranda \u00fcretilmedi\u011fi, i\u015flenmedi\u011fi, kullan\u0131lmad\u0131\u011f\u0131, yani teknolojiye tam anlam\u0131yla yat\u0131r\u0131m yapmayan ve onu kullanmayan bir kurumda \u00e7eviklik ho\u015f bir seda olman\u0131n \u00f6tesine ge\u00e7emez. (Baz\u0131 kurumlar yat\u0131r\u0131m\u0131 yapar, ancak yaz\u0131l\u0131m\u0131 kavramsal boyutta kuruma uyarlayamad\u0131\u011f\u0131 i\u00e7in ekiplerine kulland\u0131ramaz)<\/p>\n<p>2&#8217;inci standart ise <strong>verinin<\/strong> <strong>\u015feffafl\u0131\u011f\u0131d\u0131r<\/strong><strong>.<\/strong> \u00c7evik ekipler\u00a0\u00e7apraz i\u015flevlidir.\u00a0Yani bir ekipte farkl\u0131 uzmanl\u0131k alanlar\u0131ndan 3-9 aras\u0131 insan bulunur. Bu insanlar birbirlerinin uzmanl\u0131k alanlar\u0131na dair verileri g\u00f6r\u00fcr, onlar\u0131 birlikte inceler, tart\u0131\u015f\u0131r, de\u011ferlendirir ve karar al\u0131rlar. Dolay\u0131s\u0131yla bir kurum i\u00e7indeki kaynaklar\u0131n kullan\u0131m\u0131, i\u015f ak\u0131\u015flar\u0131 ve sonu\u00e7lara dair b\u00fct\u00fcn veriler, herkes taraf\u0131ndan g\u00f6r\u00fclebilir olmak zorundad\u0131r. Veri \u015feffafl\u0131\u011f\u0131 ekip i\u00e7i g\u00fcven ve i\u015f birli\u011finin altyap\u0131s\u0131d\u0131r.<\/p>\n<p>D\u00fcnya son y\u0131llarda \u00e7evikli\u011fin \u00f6tesi ne olacak, nas\u0131l olacak diye tart\u0131\u015f\u0131yor.
