﻿{"id":13242,"date":"2022-03-07T17:17:22","date_gmt":"2022-03-07T14:17:22","guid":{"rendered":"https:\/\/www.kariyer.net\/ik-blog\/?p=13242"},"modified":"2024-08-12T11:59:18","modified_gmt":"2024-08-12T08:59:18","slug":"ilo-bakim-ve-izin-politikalari-cinsiyetten-bagimsiz-olarak-duzenlenmeli","status":"publish","type":"post","link":"https:\/\/www.kariyer.net\/ik-blog\/ilo-bakim-ve-izin-politikalari-cinsiyetten-bagimsiz-olarak-duzenlenmeli\/","title":{"rendered":"ILO: Bak\u0131m ve izin politikalar\u0131 cinsiyetten ba\u011f\u0131ms\u0131z olarak d\u00fczenlenmeli"},"content":{"rendered":"<p><strong>D\u00fcnya Kad\u0131nlar G\u00fcn\u00fc \u00f6ncesinde yay\u0131nlanan yeni ILO raporuna g\u00f6re, bak\u0131m hizmetlerinde var olan \u00f6nemli a\u00e7\u0131klar\u0131n giderilmesiyle yakla\u015f\u0131k 300 milyon i\u015f yarat\u0131labilir ve yoksullu\u011fu azaltacak, toplumsal cinsiyet e\u015fitli\u011fini te\u015fvik edecek, \u00e7ocuk ve ya\u015fl\u0131 bak\u0131m\u0131n\u0131 destekleyecek s\u00fcrekli bak\u0131m d\u00f6ng\u00fcs\u00fc olu\u015fturulabilir.<\/strong><\/p>\n<p>Uluslararas\u0131 \u00c7al\u0131\u015fma \u00d6rg\u00fct\u00fc (ILO) taraf\u0131ndan yay\u0131nlanan yeni rapora g\u00f6re, bak\u0131m hizmetleri politikalar\u0131ndaki s\u00fcregelen \u00f6nemli a\u00e7\u0131klar, aileye kar\u015f\u0131 sorumluluklar ta\u015f\u0131yan y\u00fcz milyonlarca i\u015f\u00e7iyi yeterli koruma ve destekten yoksun b\u0131rak\u0131yor; ancak bu ihtiya\u00e7lar kar\u015f\u0131lan\u0131rsa 2035 y\u0131l\u0131na kadar yakla\u015f\u0131k 300 milyon kadar i\u015f yarat\u0131labilir.<\/p>\n<p>\u201c\u00c7al\u0131\u015fma ya\u015fam\u0131nda bak\u0131m: Toplumsal cinsiyet a\u00e7\u0131s\u0131ndan daha adil bir \u00e7al\u0131\u015fma ya\u015fam\u0131 i\u00e7in bak\u0131m izni ve hizmetlerine y\u00f6nelik yat\u0131r\u0131mlar\u201d ba\u015fl\u0131kl\u0131 rapora g\u00f6re, \u00fcreme \u00e7a\u011f\u0131ndaki her on kad\u0131ndan \u00fc\u00e7\u00fcne, yani 649 milyon kad\u0131na sa\u011flanan annelik korumas\u0131 yetersiz kal\u0131yor; ILO\u2019nun 2000 tarihli ve 183 say\u0131l\u0131 Anal\u0131\u011f\u0131n Korunmas\u0131 S\u00f6zle\u015fmesi\u2019nin temel gereklerini kar\u015f\u0131lam\u0131yor.<\/p>\n<p>S\u00f6zle\u015fme, kad\u0131nlara en az 14 haftal\u0131k do\u011fum izni verilmesini ve bu s\u00fcre boyunca, sosyal sigorta veya kamu fonlar\u0131ndan kar\u015f\u0131lanacak bi\u00e7imde, kad\u0131n\u0131n \u00f6nceki kazanc\u0131n\u0131n en az \u00fc\u00e7te ikisi tutar\u0131nda \u00fccret \u00f6denmesini zorunlu tutuyor. \u00c7al\u0131\u015fmaya g\u00f6re, her ne kadar \u201c\u00fccretli do\u011fum izni veya annelik korumas\u0131 evrensel insan ve \u00e7al\u0131\u015fma haklar\u0131ndan biri\u201d olsa da rapor kapsam\u0131nda incelenen 185 \u00fclkenin 82\u2019si bu standartlar\u0131 kar\u015f\u0131lam\u0131yor. Reform \u015fimdiki h\u0131z\u0131yla s\u00fcrerse, incelenen \u00fclkelerde asgari do\u011fum izni haklar\u0131n\u0131 elde etmek en az 46 y\u0131l alacak. Bu da BM S\u00fcrd\u00fcr\u00fclebilir Kalk\u0131nma Ama\u00e7lar\u0131\u2019n\u0131n ilgili hedefinin 2030 y\u0131l\u0131na kadar ger\u00e7ekle\u015ftirilemeyece\u011fi anlam\u0131na geliyor.<\/p>\n<p>Rapora g\u00f6re, hem anne hem de babalar\u0131n i\u015f ve aile sorumluluklar\u0131n\u0131 dengelemelerine yard\u0131mc\u0131 olan babal\u0131k izni hakk\u0131n\u0131n olmad\u0131\u011f\u0131 \u00fclkelerde ya\u015fayan ba\u015fl\u0131ca \u00fcreme \u00e7a\u011f\u0131ndaki erkeklerin say\u0131s\u0131 1,2 milyar\u0131n \u00fczerinde. Bu hakk\u0131n tan\u0131nd\u0131\u011f\u0131 \u00fclkelerde ise ki bu d\u00fcnya genelinde ortalama dokuz g\u00fcnl\u00fck bir izin s\u00fcresine denk geliyor ve yeterli olmuyor. Bu durum da b\u00fcy\u00fck bir \u201ccinsiyete dayal\u0131 izin a\u00e7\u0131\u011f\u0131\u201d olu\u015fturuyor. Babal\u0131k izni haklar\u0131n\u0131n fazla kullan\u0131lmad\u0131\u011f\u0131n\u0131 belirten rapor, bunun babal\u0131k \u00fccretinin d\u00fc\u015f\u00fck olmas\u0131, toplumsal cinsiyet normlar\u0131 ve politikalar\u0131n tasar\u0131m\u0131ndan kaynakland\u0131\u011f\u0131n\u0131 \u00f6ne s\u00fcr\u00fcyor.<\/p>\n<p><strong>ILO \u00c7al\u0131\u015fma Ko\u015fullar\u0131 ve E\u015fitlik Direkt\u00f6r\u00fc Manuela Tomei<\/strong> de\u011ferlendirmesinde \u201c\u00c7ocuklara iyi birer ba\u015flang\u0131\u00e7 sa\u011flayacak, kad\u0131nlar\u0131n i\u015f g\u00fcc\u00fcnde kalmaya devam etmelerini destekleyecek, ailelerin veya bireylerin yoksullu\u011fa d\u00fc\u015fmesini engelleyecek bak\u0131m s\u00fcreklili\u011fini olu\u015fturmak i\u00e7in bak\u0131m politika ve hizmetlerini sunma \u015feklimizi yeni ba\u015ftan d\u00fc\u015f\u00fcnmeliyiz.
