Peki, memurlar\u0131n emeklilik ya\u015f\u0131 hesaplamas\u0131nda hangi kriterler etkili?<\/strong><\/p>\n<p>Memurlar\u0131n emeklilik hesaplamas\u0131nda belirli d\u00f6nemler olduk\u00e7a \u00f6nemlidir. \u00d6zellikle 2008 y\u0131l\u0131ndan sonra i\u015fe giren memurlar\u0131n emekli olmas\u0131n\u0131n \u015fartlar\u0131 daha zordur. Memurlar\u0131n emeklilik ya\u015flar\u0131 ve s\u00fcreleri cinsiyete g\u00f6re de\u011fi\u015fir. Kad\u0131n memurlar erkek memurlara g\u00f6re daha erken ya\u015fta emekli olurlar. 4C stat\u00fcs\u00fc kapsam\u0131 eski ismi ile emekli sand\u0131\u011f\u0131na tabi olarak \u00e7al\u0131\u015fan memurlar\u0131 kapsar. <strong>Memurlar\u0131n emeklilik ya\u015f\u0131<\/strong> ve \u015fartlar\u0131 di\u011fer \u00f6zel sekt\u00f6rde \u00e7al\u0131\u015fan sigortal\u0131 \u00e7al\u0131\u015fanlara g\u00f6re daha farkl\u0131 olarak belirlenmi\u015ftir. Ayr\u0131ca kad\u0131n ve erkek <strong>memurlar\u0131n emekli olma \u015fartlar\u0131<\/strong> farkl\u0131 kriterlere ba\u011fl\u0131d\u0131r.<\/p>\n<h2><strong>Memur emeklilik ya\u015f\u0131, maa\u015f\u0131 ve ikramiyesi nas\u0131l hesaplan\u0131r?<\/strong><\/h2>\n<p>Memurlar\u0131n emeklili\u011fi hak etmesinde ve <strong><a href=\"https:\/\/www.kariyer.net\/ik-blog\/emekli-olsam-ne-kadar-maas-alirim-emeklilik-maasi-hesaplama\/\" target=\"_blank\" rel=\"noopener\">emekli maa\u015f\u0131<\/a><\/strong> ile <strong>memurlar\u0131n emeklilik ya\u015f\u0131 hesaplama<\/strong> y\u00f6nteminde iki \u00f6nemli husus dikkat \u00e7eker. Bunlardan birincisi ve en \u00f6nemli \u015fart memur olarak belirli bir s\u00fcre ile sigortal\u0131 olarak \u00e7al\u0131\u015f\u0131lmas\u0131d\u0131r. Bu s\u00fcre i\u00e7erisinde sosyal g\u00fcvenlik primlerini de eksiksiz olarak \u00f6demesi gerekir ve ya\u015f \u015fart\u0131 vard\u0131r. Emeklilik s\u00fcresi kad\u0131n ve erkeklere g\u00f6re de\u011fi\u015fir. <strong>Memur emekli ya\u015f\u0131 hesaplama<\/strong> kriterleri kad\u0131n ve erkek memurlarda farkl\u0131 uygulan\u0131r. <strong>Kad\u0131n memurlar\u0131n emeklilik ya\u015f\u0131<\/strong> erkek memurlara g\u00f6re daha erken olarak hesaplan\u0131r. Dolay\u0131s\u0131yla emekli olmak i\u00e7in en \u00f6nemli 3 \u015fart:<\/p>\n<ul>\n<li>SGK primlerinin \u00f6denmi\u015f olmas\u0131<\/li>\n<li>Ya\u015f \u015fart\u0131<\/li>\n<li>Belirli bir s\u00fcre ile sigortal\u0131 olmak<\/li>\n<\/ul>\n<p>Ayr\u0131ca memurlar\u0131n emeklilik maa\u015f hesaplamas\u0131ndaki en \u00f6nemli di\u011fer bir unsur i\u015fe giri\u015f tarihidir. \u0130\u015fe giri\u015f tarihine g\u00f6re memur emeklilik maa\u015f ve ya\u015f hesaplamas\u0131 de\u011fi\u015fir. \u0130\u015fe giri\u015f tarihi emeklilik hesaplamas\u0131nda bu y\u00fczden \u00f6nemlidir. Kanunen yap\u0131lan reformlar kapsam\u0131nda memurlar\u0131n i\u015fe giri\u015f tarihine g\u00f6re emeklilik i\u00e7in gerekli olan \u015fartlarda \u00e7e\u015fitli d\u00fczenlemeler yap\u0131lm\u0131\u015ft\u0131r. <strong>Memur emeklilik ya\u015f tablosu<\/strong> hesaplamas\u0131nda 3 \u00f6nemli tarih dikkat \u00e7eker. Bu tarihler \u015funlard\u0131r:<\/p>\n<ul>\n<li>8 Eyl\u00fcl 1990 \u00f6ncesi<\/li>\n<li>8 Eyl\u00fcl 1999 ve 30 Nisan 2008<\/li>\n<li>01 May\u0131s 2008<\/li>\n<\/ul>\n<p>Memurlar hangi d\u00f6nemde memur olarak \u00e7al\u0131\u015fmaya ba\u015flad\u0131ysa <strong>devlet memurlar\u0131n\u0131n emeklilik ya\u015f\u0131<\/strong> daha farkl\u0131 kriterlere tabidir. Bununla birlikte 1 May\u0131s 2008 sonras\u0131nda i\u015fe giren memurlar\u0131n ise emeklilik \u015fartlar\u0131 bu d\u00f6nemde \u00e7\u0131kan kanununda belirtilen kriterlere g\u00f6re belirlenir. Hem hem erkek hem de kad\u0131n memurlar\u0131n i\u015fe giri\u015f tarihlerine g\u00f6re ne zaman emekli olaca\u011f\u0131 ve hangi ko\u015fullarda emekli olaca\u011f\u0131, ikramiye hesaplamas\u0131 olduk\u00e7a merak edilen konulardan birisidir. Memurlar\u0131n emekli ikramiye hesaplamas\u0131 i\u00e7in en \u00f6nemli unsur memurun emekli sand\u0131\u011f\u0131 matrah\u0131d\u0131r. Memurlar\u0131n emekli sand\u0131\u011f\u0131 matrah\u0131n\u0131 olu\u015fturan unsurlar ise \u015funlard\u0131r:<\/p>\n<ul>\n<li>Ayl\u0131k<\/li>\n<li>K\u0131dem ayl\u0131k tutar\u0131<\/li>\n<li>Taban ayl\u0131k<\/li>\n<li>Emekli eklentisi<\/li>\n<li>Ek g\u00f6sterge<\/li>\n<\/ul>\n<h2><strong>Erkek memurlar\u0131n emeklilik \u015fartlar\u0131<\/strong><\/h2>\n<p>Erkek memurlar\u0131n emeklilik hak edebilmesi i\u00e7in yerine getirmesi gereken baz\u0131 \u00f6nemli \u015fartlar bulunmaktad\u0131r. \u00d6ncelikle erkek memurlar\u0131n emekli olabilmesi i\u00e7in yine 3 d\u00f6nem \u00f6nemlidir. 8 Eyl\u00fcl 1909 tarihi itibar\u0131yla 23 y\u0131l memur olarak \u00e7al\u0131\u015fan ki\u015filer 23 y\u0131ldan uzun s\u00fcre primlerini eksiksiz olarak \u00f6dediyse ya\u015f \u015fart\u0131 aranmaz. Bu ki\u015filere e\u011fer halen \u00e7al\u0131\u015f\u0131yorlarsa istedikleri zaman emekli olma hakk\u0131 tan\u0131nm\u0131\u015ft\u0131r ve b\u00f6ylece kendileri istedikleri zaman <strong><a href=\"https:\/\/www.kariyer.net\/ik-blog\/emeklilik-basvurusu-nasil-sorgulanir-emekliligim-onaylandi-mi\/\" target=\"_blank\" rel=\"noopener\">emeklili\u011fe ba\u015fvurup<\/a><\/strong>, emekli ayl\u0131\u011f\u0131n\u0131 almaya hak kazan\u0131rlar. Bu \u015fartlar\u0131 ta\u015f\u0131mayan erkek memurlar\u0131n ise baz\u0131 prim s\u00fcrelerini tamamlamas\u0131 ve \u00f6denmesi gereken prim s\u00fcresi ile ya\u015f \u015fart\u0131na uymas\u0131 ko\u015fulu bulunur. <strong>Memur emeklilik ya\u015f\u0131 hesaplama cetveli<\/strong> kapsam\u0131nda emekli erkek memurlar\u0131n prim s\u00fcreleri ve ya\u015f \u015fartlar\u0131 belirlenmi\u015ftir. <strong>Erkek memur emeklilik ya\u015f\u0131 tablosu<\/strong> \u015f\u00f6yledir:<\/p>\n<ul>\n<li>23 May\u0131s 2002 tarihi itibar\u0131yla erkek memurlar\u0131n emeklili\u011fi hak edebilmesi i\u00e7in 25 y\u0131ll\u0131k hizmet s\u00fcresini tamamlamas\u0131 i\u00e7in gerekli olan s\u00fcre iki y\u0131l ya da iki y\u0131ldan azsa o zaman prim \u00f6demesi gereken s\u00fcre 25 y\u0131l olarak belirlenmi\u015ftir ve tamamlamas\u0131 gereken ya\u015f 44&#8217;t\u00fcr.<\/li>\n<li>23 May\u0131s 2002 tarihi itibar\u0131yla erkek memurlar\u0131n emeklili\u011fi hak edebilmesi i\u00e7in 25 y\u0131ll\u0131k hizmet s\u00fcresini tamamlamas\u0131 i\u00e7in gerekli olan s\u00fcre iki y\u0131ldan fazla ve \u00fc\u00e7 y\u0131l alt\u0131 ay ya da daha az ise o zaman prim \u00f6demesi gereken s\u00fcre 25 y\u0131l olarak belirlenmi\u015ftir ve tamamlamas\u0131 gereken ya\u015f 45 olur.<\/li>\n<li>23 May\u0131s 2002 tarihi itibar\u0131yla erkek memurlar\u0131n emeklili\u011fi hak edebilmesi i\u00e7in 25 y\u0131ll\u0131k hizmet s\u00fcresini tamamlamas\u0131 i\u00e7in gerekli olan s\u00fcre 3 y\u0131l 6 aydan fazla ve 5 y\u0131l \/ ya da daha az ise o zaman prim \u00f6demesi gereken s\u00fcre 25 y\u0131l olarak belirlenmi\u015ftir ve tamamlamas\u0131 gereken ya\u015f 46 olur.<\/li>\n<li>23 May\u0131s 2002 tarihi itibar\u0131yla erkek memurlar\u0131n emeklili\u011fi hak edebilmesi i\u00e7in 25 y\u0131ll\u0131k hizmet s\u00fcresini tamamlamas\u0131 i\u00e7in gerekli olan s\u00fcre 5 y\u0131ldan fazla ve 6 y\u0131l 6 ay \/ ya da daha az ise o zaman prim \u00f6demesi gereken s\u00fcre 25 y\u0131l olarak belirlenmi\u015ftir ve tamamlamas\u0131 gereken ya\u015f 47 olur.<\/li>\n<li>23 May\u0131s 2002 tarihi itibar\u0131yla erkek memurlar\u0131n emeklili\u011fi hak edebilmesi i\u00e7in 25 y\u0131ll\u0131k hizmet s\u00fcresini tamamlamas\u0131 i\u00e7in gerekli olan s\u00fcre 6 y\u0131l 6 aydan fazla ve 8 y\u0131l \/ ya da daha az ise o zaman prim \u00f6demesi gereken s\u00fcre 25 y\u0131l olarak belirlenmi\u015ftir ve tamamlamas\u0131 gereken ya\u015f 48 olur.<\/li>\n<li>23 May\u0131s 2002 tarihi itibar\u0131yla erkek memurlar\u0131n emeklili\u011fi hak edebilmesi i\u00e7in 25 y\u0131ll\u0131k hizmet s\u00fcresini tamamlamas\u0131 i\u00e7in gerekli olan s\u00fcre 8 y\u0131ldan fazla ve 9 y\u0131l alt\u0131 ay \/ ya da daha az ise o zaman prim \u00f6demesi gereken s\u00fcre 25 y\u0131l olarak belirlenmi\u015ftir ve tamamlamas\u0131 gereken ya\u015f 49 olur.<\/li>\n<li>23 May\u0131s 2002 tarihi itibar\u0131yla erkek memurlar\u0131n emeklili\u011fi hak edebilmesi i\u00e7in 25 y\u0131ll\u0131k hizmet s\u00fcresini tamamlamas\u0131 i\u00e7in gerekli olan s\u00fcre 9 y\u0131l 6 aydan fazla ve 11 y\u0131l \/ ya da daha az ise o zaman prim \u00f6demesi gereken s\u00fcre 25 y\u0131l olarak belirlenmi\u015ftir ve tamamlamas\u0131 gereken ya\u015f 50 olur.<\/li>\n<li>23 May\u0131s 2002 tarihi itibar\u0131yla erkek memurlar\u0131n emeklili\u011fi hak edebilmesi i\u00e7in 25 y\u0131ll\u0131k hizmet s\u00fcresini tamamlamas\u0131 i\u00e7in gerekli olan s\u00fcre 11 y\u0131ldan fazla ve 12 y\u0131l alt\u0131 ay \/ ya da daha az ise o zaman prim \u00f6demesi gereken s\u00fcre 25 y\u0131l olarak belirlenmi\u015ftir ve tamamlamas\u0131 gereken ya\u015f 51 olur.<\/li>\n<li>23 May\u0131s 2002 tarihi itibar\u0131yla erkek memurlar\u0131n emeklili\u011fi hak edebilmesi i\u00e7in 25 y\u0131ll\u0131k hizmet s\u00fcresini tamamlamas\u0131 i\u00e7in gerekli olan s\u00fcre on iki y\u0131l 6 aydan fazla ve 14 y\u0131l \/ ya da daha az ise o zaman prim \u00f6demesi gereken s\u00fcre 25 y\u0131l olarak belirlenmi\u015ftir ve tamamlamas\u0131 gereken <strong>memurlar\u0131n emekli ya\u015f\u0131<\/strong> 52 olur.<\/li>\n<\/ul>\n<p><a href=\"https:\/\/www.kariyer.net\/ik-blog\/wp-content\/uploads\/2022\/12\/emeklilik.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-16104 aligncenter\" emeklilik \u015fartlar\u0131<\/strong><\/h2>\n<p>Kad\u0131n memurlar emeklili\u011fi hak edebilmek i\u00e7in baz\u0131 \u015fartlar\u0131 yerine getirmelidir. Kad\u0131n memurlar i\u00e7inde 8 Eyl\u00fcl 1999 tarihi olduk\u00e7a \u00f6nemlidir. 8 Eyl\u00fcl 1999 tarihinde 20 y\u0131l prim \u00f6deme \u015fart\u0131 bulunan kad\u0131n memurlar, ya\u015f \u015fart\u0131 olmadan emekli olmaya hak kazan\u0131rlar. E\u011fer halen \u00e7al\u0131\u015fmaya devam ediyorlarsa b\u00fct\u00fcn \u015fartlar\u0131 tamamlad\u0131larsa istedikleri zaman emekli olup emekli ayl\u0131\u011f\u0131 i\u00e7in ba\u015fvuruda bulunabilirler. Emeklilik i\u00e7in bu \u015fartlar\u0131 yerine getirmeyen kad\u0131nlar ise bu \u015fartlar\u0131n tamamlanmas\u0131 kapsam\u0131nda, prim \u00f6deme s\u00fcresinin yerine getirilmesi ve ya\u015f \u015fart\u0131n\u0131n tamamlamas\u0131 halinde emekli olmaya hak kazan\u0131rlar. Bu \u015fartlar\u0131 yerine getirmeyen kad\u0131nlar\u0131n, 23 May\u0131s 2002 tarihi baz al\u0131narak, bu tarih itibar\u0131yla 20 tam y\u0131l, yani 7 bin 200 g\u00fcn prim \u00f6demi\u015f olmas\u0131 ve belirli bir ya\u015f\u0131 tamamlayarak emeklili\u011fe hak kazanmas\u0131 gerekir. 23 May\u0131s 2002 tarihi itibar\u0131yla kad\u0131n memurlar\u0131n emeklili\u011fi hak edebilmesi i\u00e7in 20 y\u0131ll\u0131k hizmet s\u00fcresini tamamlamas\u0131na kalan s\u00fcre e\u011fer 2 y\u0131l ve 2 y\u0131ldan az ise o zaman \u00f6demesi gereken prim yine 20 y\u0131ld\u0131r. Tamamlamas\u0131 gereken ya\u015f ise 40&#8217;t\u0131r. Kad\u0131n <strong>memurlar\u0131n emeklilik ya\u015f\u0131 tablosu<\/strong> kademeli olarak d\u00fczenlenmi\u015ftir.<\/p>\n<h2><strong>8 Eyl\u00fcl 1999 ve 30 Nisan 2008 tarihleri aras\u0131 i\u015fe ba\u015flayan memurlar\u0131n durumu<\/strong><\/h2>\n<p>\u0130lk kez 8.09.1999 ve 30.04. 2008 d\u00f6nemleri aras\u0131nda memur olarak \u00e7al\u0131\u015fmaya ba\u015flayan memurlar\u0131n emeklili\u011fi hak edebilmesi i\u00e7in belirlenen \u015fartlar erkek ve kad\u0131n memurlara g\u00f6re farkl\u0131l\u0131k g\u00f6stermektedir. Erkek memurlar bu tarihler aras\u0131nda i\u015fe girmi\u015f ise ya\u015f \u015fart\u0131 60 olarak belirlenmi\u015ftir ve 25 tam y\u0131l yani 9 bin g\u00fcn prim \u00f6demesini ve s\u00fcresini tamamlad\u0131klar\u0131 zaman emeklili\u011fe hak kazanm\u0131\u015f olurlar. Kad\u0131n memurlar 8 Eyl\u00fcl 1999 ve bu tarihten sonra memur olarak \u00e7al\u0131\u015fmaya ba\u015flad\u0131klar\u0131 takdirde ya\u015f \u015fart\u0131 58&#8217;dir. Bununla birlikte, prim \u00f6deme s\u00fcresi 25 tam y\u0131l yani 9 bin g\u00fcn primi \u00f6demesini tamamlad\u0131klar\u0131 zaman emeklili\u011fe hak kazan\u0131rlar.<\/p>\n<h2><strong>1 May\u0131s 2008&#8217;den sonra i\u015fe giren memurlar\u0131n emeklilik \u015fartlar\u0131\u00a0<\/strong><\/h2>\n<p>1 May\u0131s 2008 y\u0131l\u0131ndan sonra i\u015fe giren memurlarda da yine emekli olma \u015fartlar\u0131 cinsiyete g\u00f6re farkl\u0131l\u0131k g\u00f6sterir. Erkek memurlar i\u00e7in 1 May\u0131s 2008&#8217;den sonraki kriterler \u015funlard\u0131r:<\/p>\n<ul>\n<li>1 May\u0131s 2008 y\u0131l\u0131ndan sonra ilk kez memur olarak \u00e7al\u0131\u015fmaya ba\u015flayan erkek memurlar\u0131n emeklilik \u015fartlar\u0131n\u0131n en \u00f6nemli \u015fart\u0131 25 tam y\u0131l, yani 9 bin prim \u00f6deme g\u00fcn say\u0131s\u0131n\u0131 doldurmalar\u0131 \u015fart\u0131d\u0131r. \u00d6rnek verecek olursak; 31 Aral\u0131k 2005 tarihini baz al\u0131rsak bu tarihe kadar 9 bin g\u00fcn prim \u00f6deme \u015fart\u0131n\u0131 yerine getiren erkekler 60 ya\u015f\u0131nda emeklili\u011fe hak kazanm\u0131\u015f olurlar. Bununla birlikte prim \u00f6deme s\u00fcresi ve ya\u015f\u0131n\u0131 tamamlamayan erkek memurlar ise kademeli olarak emeklilik s\u00fcrelerini tamamlad\u0131klar\u0131 zaman emekli olabilirler.<\/li>\n<li>Kad\u0131n memurlar i\u00e7in 1 May\u0131s 2008 tarihinden sonra ilk kez memur olarak \u00e7al\u0131\u015fmaya ba\u015flayanlar\u0131n emeklilik \u015fartlar\u0131 daha farkl\u0131 olarak belirlenmi\u015ftir. En \u00f6nemli birinci \u015fart 25 tam y\u0131l yani 9 bin prim \u00f6deme g\u00fcn say\u0131s\u0131n\u0131 doldurmalar\u0131d\u0131r. 31 Aral\u0131k 2005 y\u0131l\u0131na kadar 9 bin g\u00fcn prim \u00f6deme \u015fart\u0131n\u0131 tamamlayan kad\u0131nlar 58 ya\u015f\u0131nda emeklili\u011fe hak kazan\u0131rlar. Fakat prim \u00f6deme s\u00fcresi ve ya\u015f \u015fart\u0131n\u0131 tamamlamayan kad\u0131nlar i\u00e7in yine kademeli emeklilik s\u00fcresi ge\u00e7erli olur.<\/li>\n<\/ul>\n<h2><strong>Ya\u015f haddinden emeklilik<\/strong><\/h2>\n<p><strong><a href=\"https:\/\/www.kariyer.net\/ik-blog\/zorunlu-emeklilik-ve-yas-haddiyle-emeklilik-nedir\/\" target=\"_blank\" rel=\"noopener\">Ya\u015f haddi ile emekli olmak<\/a><\/strong> i\u00e7in memurlar\u0131n azami olarak g\u00f6rev yapabilecekleri hizmet s\u00fcresinin belirli bir ya\u015f ile belirlenmesi ve bu ya\u015f\u0131 doldurduktan sonra g\u00f6revi art\u0131k yapamayacaklar\u0131n\u0131n tespit edilmesi gerekir. Memurlar\u0131n azami \u00e7al\u0131\u015fabilecekleri ya\u015f hadleri 5434 say\u0131l\u0131 kanunun 40. maddesinde belirtilen h\u00fck\u00fcmlerle d\u00fczenlenmi\u015ftir. Bu h\u00fck\u00fcmler gere\u011fince ya\u015f hadleri hem 5434 say\u0131l\u0131 kanun hem de 5500 say\u0131l\u0131 kanun kapsam\u0131na giren memurlar i\u00e7in uygulanmaktad\u0131r.<\/p>\n<p>5434 say\u0131l\u0131 kanunun 40 maddesindeki h\u00fckm\u00fcne g\u00f6re belirlenen <strong>memurlar\u0131n emeklilik ya\u015f s\u0131n\u0131r\u0131<\/strong> d\u0131\u015f\u0131nda kalan ki\u015filerin g\u00f6rev yapabilecekleri s\u00fcre, 65 ya\u015f\u0131n\u0131 doldurduklar\u0131 s\u00fcre ile s\u0131n\u0131rl\u0131d\u0131r. Yani 65 ya\u015f\u0131n\u0131 doldurmu\u015f olan memurlar kendili\u011finden emekli say\u0131lacakt\u0131r.<\/p>\n<p>Bununla birlikte 15 hizmet y\u0131l\u0131n\u0131 ve belirli bir ya\u015f\u0131 dolduran ki\u015filerin de emeklilik haklar\u0131 vard\u0131r. 5434&#8217;e tabi olup, \u00e7al\u0131\u015fan memurlar\u0131n emeklilik \u015fartlar\u0131 kapsam\u0131nda 15 y\u0131l hizmet \u015fart\u0131 ve 61 ya\u015f \u015fart\u0131 bulunmaktad\u0131r. Emekli ayl\u0131\u011f\u0131 ba\u011flanmas\u0131 i\u00e7in bu \u015fartlar\u0131n yerine getirilmesi gerekir. 5434 say\u0131l\u0131 kanunun 39. maddesinde madde h\u00fckm\u00fcnde belirlenmi\u015ftir.
