Gen\u00e7lik ve Spor Bakanl\u0131\u011f\u0131 ile Devlet Ar\u015fivleri Ba\u015fkanl\u0131\u011f\u0131\u2019n\u0131 kapsayan yeni d\u00fczenleme, m\u00fclakata \u00e7a\u011fr\u0131lacak aday havuzunu daraltarak liyakat odakl\u0131 yerle\u015ftirmelerin \u00f6n\u00fcn\u00fc a\u00e7may\u0131 hedefliyor.<\/strong><\/p>\n<h2>M\u00fclakat Havuzu 10 Kat\u0131ndan 3 Kat\u0131na D\u00fc\u015f\u00fcr\u00fcld\u00fc<\/h2>\n<p>Yap\u0131lan yasal d\u00fczenlemenin en dikkat \u00e7ekici ve operasyonel etkisi y\u00fcksek olan maddesi, s\u00f6zl\u00fc s\u0131nava \u00e7a\u011fr\u0131lacak aday say\u0131s\u0131ndaki keskin azal\u0131\u015f oldu. Eski sistemde ilan edilen kadro say\u0131s\u0131n\u0131n 10 kat\u0131 kadar aday m\u00fclakat listesine al\u0131n\u0131rken, yeni kararla birlikte bu s\u0131n\u0131r **en y\u00fcksek puanl\u0131 3 kat\u0131 aday** ile s\u0131n\u0131rland\u0131r\u0131ld\u0131.<\/p>\n<p>Bu hamle, uygulamada idarenin takdir yetkisini ve manevra alan\u0131n\u0131 ciddi \u00f6l\u00e7\u00fcde daralt\u0131yor. Ge\u00e7mi\u015f d\u00f6nemlerde y\u00fcksek KPSS puan\u0131na sahip adaylar\u0131n m\u00fclakat a\u015famas\u0131nda listenin alt s\u0131ralar\u0131ndaki adaylar lehine elenmesi riski bulunurken; aday s\u0131n\u0131r\u0131n\u0131n 3 kat\u0131na indirilmesiyle birlikte kay\u0131rmac\u0131l\u0131k riskinin minimize edilmesi ve puan \u00fcst\u00fcnl\u00fc\u011f\u00fcn\u00fcn korunmas\u0131 sa\u011fland\u0131.<\/p>\n<h2>Gen\u00e7lik ve Spor Bakanl\u0131\u011f\u0131\u2019nda \u00d6zel Usul\u00fcn Kapsam\u0131 Geni\u015fledi<\/h2>\n<p>Gen\u00e7lik ve Spor Bakanl\u0131\u011f\u0131 (GSB) b\u00fcnyesinde daha \u00f6nce yaln\u0131zca spor uzman\u0131, antren\u00f6r ve gen\u00e7lik \u00e7al\u0131\u015fan\u0131 pozisyonlar\u0131 i\u00e7in uygulanan kurum i\u00e7i \u00f6zel s\u0131nav (yaz\u0131l\u0131, s\u00f6zl\u00fc veya uygulamal\u0131) modeli geni\u015fletildi. Yeni kararla birlikte art\u0131k Bakanl\u0131k b\u00fcnyesine al\u0131nacak \u015fu unvanlar da \u00f6zel al\u0131m usul\u00fcne dahil edildi:<\/p>\n<ul>\n<li>Diyetisyen<\/li>\n<li>Psikolog<\/li>\n<li>Sosyal \u00c7al\u0131\u015fmac\u0131<\/li>\n<\/ul>\n<p>Bu alt\u0131 unvanda yap\u0131lacak al\u0131mlarda yine KPSS (B) grubu puan s\u0131ralamas\u0131 temel al\u0131nacak ancak nihai yerle\u015ftirmeler Bakanl\u0131\u011f\u0131n kendi belirleyece\u011fi s\u0131nav takviminin sonu\u00e7lar\u0131na g\u00f6re \u015fekillenecek.<\/p>\n<h2>Devlet Ar\u015fivleri Ba\u015fkanl\u0131\u011f\u0131&#8217;nda T\u00fcm Kadrolar \u00d6zel Usule Dahil Edildi<\/h2>\n<p>Devlet Ar\u015fivleri Ba\u015fkanl\u0131\u011f\u0131&#8217;nda ise unvan bazl\u0131 s\u0131n\u0131rlamalar tamamen kald\u0131r\u0131larak kapsam en \u00fcst seviyeye \u00e7\u0131kar\u0131ld\u0131.
