Olu\u015fturulan sistemlerle \u00e7al\u0131\u015fan\u0131n ve y\u00f6neticinin ortak bir dili olu\u015fturmas\u0131, hedefleri birbiriyle uyumlu olan bir yap\u0131n\u0131n olu\u015fmas\u0131 gerekiyor.<\/p>\n<p>Ancak burada kritik birka\u00e7 nokta bulunuyor. Performans de\u011ferlendirme s\u00fcre\u00e7lerinde hedeflerin ger\u00e7ek\u00e7i ve uyumlu hale getirilmesinin yan\u0131 s\u0131ra geri bildirim mekanizmas\u0131n\u0131n da sa\u011fl\u0131kl\u0131 ve t\u00fcm y\u0131l boyunca s\u00fcren bir bi\u00e7imde \u00e7al\u0131\u015fmas\u0131 \u00e7ok \u00f6nemli bir ad\u0131m. Bu iki s\u00fcrecin s\u00fcrekli birbirini takip eden bir yap\u0131s\u0131n\u0131n olmas\u0131 ba\u015far\u0131l\u0131 sonu\u00e7lar do\u011furuyor.<\/p>\n<p>T\u00fcm yap\u0131s\u0131 \u0130nsan Kaynaklar\u0131 taraf\u0131ndan olu\u015fturulan fakat birebir b\u00f6l\u00fcm y\u00f6neticileri taraf\u0131ndan ger\u00e7ekle\u015ftirilen performans de\u011ferlendirme s\u00fcre\u00e7lerinde hem \u00e7al\u0131\u015fan\u0131n hem y\u00f6neticinin konuya haz\u0131rl\u0131kl\u0131 ve bilin\u00e7li olmas\u0131 gerekiyor. Bu noktada da<strong> \u0130nsan Kaynaklar\u0131<\/strong> uzmanlar\u0131n\u0131n dengeleyici rol\u00fc \u00f6ne \u00e7\u0131k\u0131yor. S\u00fcrecin sahibi \u0130K uzmanlar\u0131 i\u00e7in performans de\u011ferlendirme s\u00fcre\u00e7lerinde kritik ba\u015far\u0131 fakt\u00f6rlerini inceledik.<\/p>\n<p><b>Avrupa\u2019da 1800\u2019l\u00fc y\u0131llarda T\u00fcrkiye\u2019de 1960\u2019da <\/b><\/p>\n<p>Performans de\u011ferlendirme sistemlerinin ge\u00e7mi\u015fi hakk\u0131nda da bilgi veren <strong>E&amp;R E\u011fitim ve Y\u00f6netim Dan\u0131\u015fmanl\u0131\u011f\u0131<\/strong> e\u011fitmenlerinden olan <strong>Deniz G\u00fcns\u00fcr<\/strong>, kavram\u0131n Avrupa\u2019da 1800\u2019l\u00fc y\u0131llarda, T\u00fcrkiye\u2019de ise 1960\u2019l\u0131 y\u0131llarda \u00e7al\u0131\u015fma literat\u00fcr\u00fcne girdi\u011finin bildiriyor. \u00c7al\u0131\u015fanlar\u0131n performanslar\u0131n\u0131n sistematik ve bi\u00e7imsel de\u011ferlendirilmesi konusunda ilk \u00e7al\u0131\u015fman\u0131n Walter Dill Scott taraf\u0131ndan Amerika Deniz Kuvvetlerinde yap\u0131ld\u0131\u011f\u0131n\u0131 anlatan G\u00fcns\u00fcr \u015fu bilgeleri veriyor: \u201cF. Taylor ve 15 \u00d6l\u00e7\u00fcm \u00e7ubu\u011fu ile birlikte performans de\u011ferlendirme kavram\u0131 organizasyonlarda bilimsel olarak kullan\u0131lmaya ba\u015flam\u0131\u015ft\u0131r. Ba\u015flang\u0131\u00e7ta saat \u00fccretleri ve liyakat de\u011ferleme olan performans de\u011ferlendirmenin, tarihsel a\u00e7\u0131dan inceledi\u011finde t\u00fcm y\u00f6netsel kararlarda etkin rol oynad\u0131\u011f\u0131 g\u00f6zlendi. 1957 y\u0131l\u0131nda McGregor performans\u0131 geri besleme ve i\u015flerin geli\u015fmesi olarak tan\u0131mlad\u0131.\u201d<\/p>\n<p><b>Sorumluluk hem \u0130K\u2019da hem y\u00f6neticide <\/b><\/p>\n<p>G\u00fcns\u00fcr, \u0130nsan Kaynaklar\u0131n\u0131n b\u00fcy\u00fck rol\u00fc oynad\u0131\u011f\u0131 performans de\u011ferlendirme s\u00fcrecinde departman y\u00f6neticilerinin de en az \u0130K kadar aktif olmas\u0131 gerekti\u011finin alt\u0131n\u0131 \u00e7iziyor. Sistemin ba\u015far\u0131s\u0131n\u0131n de\u011ferlendirmeyi yapacak y\u00f6neticilerin sorumlulu\u011funda olaca\u011f\u0131n\u0131 belirten G\u00fcns\u00fcr, \u201cDolay\u0131s\u0131yla, hedeflerin nas\u0131l belirlenece\u011fi, \u00e7al\u0131\u015fana nas\u0131l aktar\u0131laca\u011f\u0131, hedeflere ula\u015fmay\u0131 sa\u011flayacak yetkinliklerin belirlenmesi ve yetkinlik haritalar\u0131n\u0131n olu\u015fturulmas\u0131, g\u00f6rev tan\u0131m\u0131 gere\u011fi kilit ba\u015far\u0131 fakt\u00f6rlerinin ne olmas\u0131 gerekti\u011finin tan\u0131mlanmas\u0131, yetkinlik s\u00f6zl\u00fc\u011f\u00fcn\u00fcn mutlaka olmas\u0131, geli\u015fim ko\u00e7lu\u011funun nas\u0131l yap\u0131lmas\u0131 gerekti\u011fi, geri bildirim toplant\u0131lar\u0131n\u0131n nas\u0131l etkinle\u015ftirilece\u011fi konusunda \u0130nsan Kaynaklar\u0131 t\u00fcm organizasyonu bilin\u00e7lendirmelidir\u201d diyor.<\/p>\n<p><b>Performans\u0131 y\u00f6netmek ya\u015fam bi\u00e7imi olmal\u0131 <\/b><\/p>\n<p>Performans\u0131n bir s\u00fcre\u00e7 olarak y\u00f6netilmesine inanan <strong>PERY\u00d6N Ba\u015fkan\u0131 Yi\u011fit O\u011fuz Duman<\/strong>, de\u011ferlendirmenin s\u00fcrekli takip edilen ve i\u00e7inde ya\u015fanan bir ya\u015fam \u015fekli olmas\u0131 gerekti\u011fini s\u00f6yl\u00fcyor. \u00a0Duman,<b> <\/b>performans de\u011ferlendirme s\u00fcrecinin ana \u00e7\u0131kt\u0131 beklentisinin do\u011fal olarak y\u00fcksek performansl\u0131 \u015firket kurmak ve bu performans\u0131 s\u00fcrekli k\u0131lmak oldu\u011funu anlat\u0131yor. Bunun i\u00e7in i\u015f stratejileri do\u011frultusunda belirlenen ana i\u015f hedeflerinin, \u00e7al\u0131\u015fanlar\u0131n i\u015f ya\u015famlar\u0131na \u0131\u015f\u0131k tutmas\u0131, o hedef ve beklentilere ko\u015fmalar\u0131n\u0131 sa\u011flamak gerekti\u011fini vurgulayan Duman, performans\u0131n y\u00f6netiminin sadece i\u015f sonu\u00e7lar\u0131n\u0131 takip etmek de\u011fil ayr\u0131ca s\u00fcrd\u00fcr\u00fclebilirlik bak\u0131\u015f a\u00e7\u0131s\u0131yla gelecek ihtiya\u00e7lar do\u011frultusunda geli\u015fimi de garanti alt\u0131na almak demek oldu\u011funu s\u00f6yl\u00fcyor.
