Environmental and Social Works Manager

As Alsim Alarko, we are looking for a "Environmental and Social Works Manager" to join our road project in Almaty-Kazakhistan.

Project: Construction and Operation of the Big Almaty Ring Road (BAKAD)

Project Summary: Pilot PPP Concession Project with construction phase based on EPC-Contract. Financing is provided at the expense of own funds and will be continued by international financial institutions (development banks such as EBRD, IsDB, etc.)

QUALIFICATIONS

- More than 10 years construction experience

- International Project Experience or International Company Experience

- Full competency with national legislation

- Full competency with IFC/EBRD/World Bank Requirements

- Site Management Experience

- Russian and English is a must

JOB RESPONSIBILITY

-  Represents the project's HSES issues and has the necessary autonomy and authority to implement and maintain corporate and/or contractual provisions in matter of HSES;

-  Provides coordination in assessing the HSES requirements set forth in construction contracts;

-  Implements and promotes and coordinates the activities in matter of health, safety, environment and social aspects, providing the relevant training and information advice to certain specialists;

-  If necessary, provides related stakeholders with support during project planning and implementation phases;

-  Relevant operative procedures;

- Supervision of OHS Specialist, Environmental Specialist and Social Safeguards Specialist activities;

-  Planning of HSES Department weekly, monthly activities;

-  Assistance in audits and site visits carried out by Lenders and/or Lender Technical Advisor (LTA)

-  Provides related information about performance schedules and carries out audit activities aimed at establishing Project’s compliance with the HSES procedures, plans and instructions;

- Provides assistance and coordination in proposing solutions to external nonconformities in regard to HSES aspects;

-  Checks that the works are carried out in compliance with contract specifications,

-  Ensures that the results of inspections, tests, audits and similar are appropriately recorded in line with the contract terms and conditions;

- Records and carries out the monitoring of nonconformities, corrective and preventive actions proposed by the stakeholders; 

- Provides necessary support during meetings with external bodies/authorities concerning health, safety, environment, social aspects;

-  Coordinates HSES activities of the relevant EPC Contractor’s team

-  Reporting as requested and set out within the contract;

-  Plans and organizes associated training courses (as may be required) and public consultation

-  Develops and improves HSES Management System plans, procedures, instructions, etc. according to the Lenders and local requirements
