QUALIFICATIONS AND JOB DESCRIPTION

We are actually looking for a BID & Cost Manager with the responsibilities and the qualifications below:


Description of the Job:

Bid & Cost Manager is in charge to prepare the proposal and whole costing, coordinate with Work Package Owners (WPO) and consolidate all costs up to QCD; then to compute price and to prepare the Customer Price List and, if needed, to transfer the tender to the projects while supporting the Bid Manager and overall tender team in the preparation of Tender Transfer Meeting (TTM).

Bid & Cost Manager is leading the Bid team and interfaced with many metiers and various stakeholders, mainly internal, as well as with support functions (such as Tax, Finance / Treasury, Human Resources, Legal ...).

Bid & Cost Manager is expected to be open-minded, tenacious, business oriented, multi-site / multi-cultural worker while bringing innovation and value-creation at work.

Bid & Cost Manager is expected to be very good at figures / data and computation and able to challenge all stakeholders related to their own costings.

Bid & Cost Manager is a good cost analyst, mastering tool like MS EXCEL with powerful features.


Responsibilities & Accountabilities:

  • Manage Tender Preparation in line with Platform and Solutions strategy with the support of the Bid team (Bid Technical Manager & Bid Cost Manager) while following Tender Leader and/or Customer Director instructions
  • Analyse the RFP (Request for Proposal) issued by Customer, with regards to all economical / financial aspects, and define the bid operational strategy taking into account the commercial strategy defined by the Tender Leader (TL) and/or the Customer Director (CD) plus the (platform) Solutions Director.
  • Propose PIO (Project Industrial Organisation), partnership / consortium strategies and external system purchases to the (platform) Bids Director to get his / her validation.
  • Prepare and consolidate QCD, with regards to the C (Costs), after having received, reviewed and consolidated all the QCD commitments provided by WPOs.
  • Ensure completeness and robustness of the Costing (and the Pricing); manage traceability of QCD assumptions and then evolutions with regards to the C (Costs).
  • Coordinate with support functions such as Legal, Finance, Insurance and Tax to deliver optimized Costs / Price, Cash Curve and Customer Price List.
  • Ensure that Alstom and platform “Execute Tender” processes are followed.
  • Prepare answers to requests for clarifications and presentation to the Client with TL and CD.
  • Pro-actively follow the Customer negotiations and evolution of the offer and communicate on the changes, re-launch the approval process after having analysed the QCD impact of the changes.
  • Issue the TTM (Tender Transfer Meeting) reflecting the contract as concluded and contribute to the Win-Loss Analysis and to build on RoE (Return of Experience).

Expected Qualifications:

  • Master Degree in Engineering (Electrical - Electronical - Civil)
  • Experience: from 7-10 years in the industry, railway business experience preferred
  • Communication, both verbal and written: high level
  • Synthetic and accurate / reliable in reportings, / good at Numbers, data analysis and data crunching
  • Efficient with MS EXCEL
  • Languages: English: Fluent, Turkish, Arabic And French are a plus.
