General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job purpose:

The Finance Controller is responsible for overseeing all GOAL finance activities in Turkey, Syria and Jordan, including strategic planning, reporting and partner support. They will line manage the AFC Donors, AFC Operations and AFC Partners, improve work processes to ensure compliance with donor and other statutory regulatory requirements

Key Duties

Turkey Statutory Reporting and Audits

• Responsible for successful coordination and completion of Turkish statutory audits (Local and National)
  
• Ensure GOALs’ books and records are in compliance with Turkey statutory regulations
  
• GOAL Strategic Planning and Reporting:
  
• Provide input and support to country management team with regards to strategic financial planning
  
• Assist country management team on finance element of projects or issue resolution.
  
• Work with AFC Donors, Heads of Program and Systems Director, oversee the completion of the Annual budget process
  

Finance Training:

• Responsible for developing finance training materials (online, classroom, blended) and in-house courses for Finance staff (GOAL and Partners) and non-finance staff (GOAL and Partners) – with support from GOAL Roving Finance controllers, and the AFCs.
  
• With the AFCs ensure comprehensive Finance annual training schedule is delivered and results monitored to staff (GOAL and Partners)
  
• Ensure that the Finance team in country can produce month end accounts package, maintain SAGE and comply with all donor reporting and budgeting requirements in line with deadlines
  
• Ensure that accurate and timely funds forecasts are produced
  

Human Resources:

• Ensure that Finance functions are adequately resourced, with appropriate staffing levels and training requirements identified and in place
  
• Functional line manager of AFC Donors, AFC Operations and AFC Partners.
  
• Other Duties:
  
• Support AFC Operations where requested in preparation of the month-end financial accounts
  
• Support AFC Donors where requested in preparation of the donor budgeting & reporting
  
• Ensure production of detailed cash flow forecasts to ensure adequate resource is available to support operations in country and in HQ
  
• Provide cover for AFCs when they are on leave or positions are vacant
  
• Any other duties as requested from Regional Director, Country Director Turkey and/or Country Director Syria
  

Requirements (Essential):

• Qualified accountant
  
• Turkish citizenship
  
• At least five years’ relevant experience.
  
• At least three year’s team management experience.
  
• Willingness and ability to work in a pressurised environment, producing work of high quality to strict deadlines.
  
• Experience of producing Accounts under Turkish accounting rules
  
• Flexible and reliable, with excellent interpersonal, motivational and management skills.
  
• Excellent analytical and writing skills (English).
  
• Strong IT skills and systems experience – Advanced Excel experience and SAGE experience is highly desirable.
  
• Strong experience liaising with governmental/local authorities and other NGOs.
  
• Be culturally sensitive and empathic to others, with a ‘can do’ attitude.
  
• Requirements (Desired)
  
• Proven record of capacity building and support.
  
• Proven record for hitting deadlines
  
• Experience in dealing with institutional donors such as DFID, USAID, EU, UN, development banks, private foundations. Familiarity with donor rules and regulations (Particularly EU, USAID) an advantage.
  
• Excellent analytical and writing skills (Turkish and Arabic).
  
• ‘Can do’ attitude
