QUALIFICATIONS AND JOB DESCRIPTION

This position implements safety, health and/or environmental programs and procedures at the site and provides a professional contact for Plant personnel to utilize in the decision-making process during planning of projects, work tasks or other operations where hazard/risk analysis is necessary. The position ensures programs and procedures are in place to help guide and direct plant personnel when consultation is not practical; Provides a liaison to our contractors for direction, interpretation and enforcement of safety and health rules and regulations. The position adds value indirectly by increasing worker morale by helping provide a cleaner, healthier work environment, and directly by reducing personnel injuries and property damage. This position collaborates with company management teams in their health, safety, and/or environmental efforts.

DUTIES AND RESPONSIBILITIES

Duties may include, but are not limited to the following and will also be tailored area of focus (Health, Safety and/or Environmental), or a combination of focus areas:

Focus Area Health/ Safety

• Review, Revise and Draft Safety Procedures

• Provide Health support for Turnarounds/Outages

• Defines and coordinates the administration of the occupational health service including the supervision of the services of contract health care providers, contract agencies and other vendors.

• Maintains health, administrative, and program records, safeguarding the confidentiality of employee health records

• Provide/coordinate initial assessment of on-the-job injuries and illnesses, ensure proper care is provided, follow up and refer for further evaluation as necessary.

• Contributes to the design of health controls and surveillance methods relative to actual and/or potential toxic hazardous conditions in the work environment.

• May assist with monitoring of and claims process for injuries, leaves, and workers compensation cases.

• Leads the culture of safety. Demonstrates strong safety culture through personal behavior and commitment to environmental, health & safety.

• Participate on Safety Committees & Emergency Response Meetings

• Support Contractor Safety Management

• Develop, maintain, and promote the HSE Management System, safety policies, standards, procedures.

• Facilitate HSE training needs analysis and coordinate the implementation of needed training programs.

• Provide technical guidance, consultation, and training for safety programs.

• Foster an integrated HSE management structure and culture, with clear line responsibility for all users.

• Assist HSE awareness, attitude, mindset, and culture.

• Establish HSE Committee/Teams, infrastructure and oversee coordination between these HSE Committees/Teams and Top Management.

• Conduct quarterly audits of Factory and office to identify any deficiencies, document findings, and administer recommendations for corrective actions as required in order to assure the protection of the environment while maintaining full compliance with applicable government regulations, permits.

• Review & analyze HSE trends, incidents, and performance, to identify any significant issues/gaps and recommend corrective actions.

• Actively track government initiatives, regulations, and policies to determine impact on operations and advise management accordingly.

• Provide expertise for research & development laboratory processes to ensure that HSE control methodologies are integrated and support Management of Change .

• Provide technical support to Top Management and Research teams.

• Accountable for supporting and completing the annual HSE Objectives and Targets per the HSE Management System.

• Submit weekly HSE performance reports (such as trend analysis and appropriate action plans).

• Lead and participate in root cause investigations using the 5-Why methodology and ensure that all corrective actions are implemented in a timely and accurate manner.

• Maintain HSE documentation and record keeping.

• Ensure HSE incidents and/or accidents are properly investigated and recorded.

• Complete OSHA 300 forms timely and accurately for all facilities

• Share “Best Practices” with each of the facilities.

Focus Environmental

• Own and drive support for a specific Operating Unit(s) or area in Environmental matters

• Provide subject matter expertise and other related regulations

• Maintain expert knowledge of regulations and permit requirements in environmental area of specialty (Air, Water, Hazardous Waste Management, etc.)

• Coordinate permitting activities, regulatory review, planning and implementation

• Serve as regulatory agency interface and prepare reports to governmental agencies

• Interpret environmental regulations as they apply to processes of responsibility

• Develop, coordinate and conduct Environmental Training

• Participate in incident investigations

• Participate in Emergency Response

• Providing Environmental support for Turnarounds/Outages


EDUCATION, EXPERIENCE AND QUALIFICATIONS

• Bachelor’s Degree in Occupational Safety & Health, Environmental Science, or related field required

• Certified Safety Professional (CSP) is preferred; Associate Safety Professional (ASP) or a Graduate Safety Practitioner (GSP) is required for Health and Safety Professionals

• Minimum of 8 years industrial safety experience in petrochemicals or chemicals manufacturing required

• Knowledge Level of regulatory compliance laws (OSHA 1910 – General Industry & OSHA 1926 -Construction) or applicable Environmental Regulations.

• Knowledge Level of Industrial Hygiene

• Minumum B Class Occupational Safety Specialist Certificate

• Background in industrial safety, process safety management, and safety auditing experience preferred

• Experience with change management – implementation of new policies/procedures valuable

• Strong facilitation, interpersonal and computer skills, with a good working knowledge of related databases and applications, and excellent verbal and written communication abilities

• Capable of managing multiple projects

• Exhibits positivity, passion, integrity and accountability

• Able to work in a team-oriented environment and lead team projects and collaboration
