GENEL NİTELİKLER VE İŞ TANIMI

Established as a major player in international construction sector , we are seeking to add new enthusiasm, energy  and excellency to its high calibre team by recruting the post below at the Headquarters in Kazakhstan.

We are looking for talents for the following positions to join the tendering department for a major international project.

 

Requirements and Qualifications;


·        Bachelor’s degree in related fields (A relevant Civil Engineering BA or MA degree)

·        Minimum 15-16 years total experience of working on large scale projects abroad in the post is essential

·        3-4 years previous experience as deputy general manager position,

·        Solid knowledge and understanding of tendering processes, policy, and systems,

·        Proficient computer skills, including Microsoft Office Suite (Word, Outlook and Excel)

·        Excellent verbal and written communication skills in English and Russian,

·        Strong presentation skills, able to explain concepts concisely and accurately,

·        Organization and management practices as applied to the development, analysis, and evaluation of programs, policies, and operational needs of the assigned areas of responsibility,

·        Principles and practices of effective leadership, management, and supervision,

·        Principles and practices of public administration, including budgeting, purchasing, and maintenance of public records,

·        Techniques for providing a high level of service by effectively dealing with the public, vendors, contractors, and Staff,

·        Principles and practices of strategic planning,

·        Principles and practices of structure and content of smeta  documentation, including calculations and technics,

·        Organization, function, role, and authority of a Board of Directors,

·        Having experience of expertise processes and documentation,

·        Able to travel abroad.

·         Resident in Kazakhstan.

 

 

 Responsibilities;

 .      Deputise for the general manager in managing the organisation ensuring high quality business activities with maximum quality, service and profitability for the organization,

·        Ensuring that the team understands that the organisation’s profits and achievements are reflected in all its operations and activities– including relationships and risk management.

·        Meet your targets and those of the team as a whole,

·        Being responsible in managing all in-house disciplines and team leaders including but not limited to Design Coordinator, MEP Coordinator, Logistic Manager, IT Manager, Contract Manager, Budgeting, Smeta, Tender and Technical Office Managers,

·        Plans, organizes, controls, integrates, and evaluates the work of the Planning, Engineering, and Construction, processes of Expertise and the Operations and Maintenance branches to ensure operations and services comply with the policies and strategic direction set by the General Manager, Board of Directors, and all applicable laws and regulations,

 

·        Participates in formulation of the Strategic Plan; with management team, develops, implements, and monitors short- and long-term plans, goals, and objectives focused on achieving the company's mission, Strategic Plan, and Board priorities,

·        Directs the development of branch operating and capital improvement budgets, monitors implementation of adopted budgets,

·        Directs the development, implementation, and evaluation of plans, programs, projects, policies, systems, financial strategies, and procedures to achieve short- and long-term company-wide goals, objectives, and work standards within assigned areas of accountability,

·        Plans and evaluates performance of assigned managers and staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development,

·        Provides day-to-day leadership and works with executive and management team members to ensure a high-performance with sound management principles and company mission and values,

·        Advises the General Manager regarding policy issues, programs, and projects to meet community and client needs; advises and assists the General Manager in identifying, articulating, and implementing policies, programs, and projects,

·        Participates in the formulation and implementation of planning, and strategy development; leads and directs staff and outside consulting resources in the development and application of new methods and processes to achieve higher efficiency, quality, and innovation in work processes,

·        Interprets General Manager and Board of Director instructions and requests; make interpretations of company ordinances, policies, and applicable laws and regulations to ensure compliance within assigned areas of accountability. Interfaces regularly with the Board of Directors,

·        Represents the Company as requested or assigned in dealings with government agencies, professional organizations, and elected officials,

·        Participates in major negotiations with contractors, consultants, vendors, and other public agencies,

·        Will periodically act for the General Manager in that individual’s absence,

·        Ensures staff observe and comply with all company and mandated safety rules, regulations, and protocols,

·        Performs related duties as assigned.

 

 

Ability;

 

·        Develop and implement goals and objectives, practices, policies, procedures, and work standards,

·        Provide administrative, management, and professional leadership for the company,

·        Develop and implement appropriate procedures and controls,

·        Analyze and make sound recommendations on complex management and administrative issues,

·        Present proposals and recommendations clearly, logically, and persuasively in public meetings,

·        Represent the company effectively in negotiations,

·        Effectively represent the company in meetings with governmental agencies, community groups, various business, professional, and regulatory organizations, and in meetings with individuals,

·        Prepare clear, concise, and comprehensive correspondence, reports, studies, and other written materials,

·        Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines,

·        Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of tasks,

·        Communicate clearly and concisely, both orally and in writing, using appropriate English and Russian grammar and syntax,

·        Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
