RET International, headquartered in Geneva Switzerland, with offices around the world, is an independent, impartial, non-partisan organisation, with no religious or political affiliation. RET International was founded in 2000 to address the dire need for education in emergencies in fragile contexts for vulnerable young people affected by displacement, violence, armed conflict and disasters.

Qualifications

The minimum qualifications

• At least a Bachelor degree in Procurement and supply chain management, Finance, business, or related fields
• A proficiency certificate from an accredited organisation in Procurement is a plus
• At least 5 years’ experience in managing procurement activities within projects funded by international organizations or in Public Sector
• Demonstrated ability to take a leadership position in a team based environment
• Demonstrated ability to motivate and promote collaboration amongst diverse teams and team members
• Demonstrated analytical and problem-solving and negotiating skills with ability to balance project objectives and procurement requirements with organisation needs and resources
• Excellent written and verbal communication skills
• Excellent knowledge and practical experience using computer software (Word, Excel, PowerPoint, and Project),
• Fluent in Turkish; fluency in English a plus

İŞ TANIMI

Reporting lines: under the supervision of Logistics& Procurement Manager.

Primary responsibilities

• Work with internal and external stakeholders to determine procurement needs, quality, and delivery requirements
• Assist in the development of specifications for equipment, materials, and services to be purchased
• Sit in the procurement committee that analyses procurement requirements and selects the most appropriate methods based on interpretation and assessment of established policies, practices, and experience
• Procure goods, components and parts according to established purchasing policies and procedures, process purchase requisitions / orders within purchasing procedures
• Monthly update of the procurement plan
• Ensure the integrity of competitive bidding processes, facilitate bidder debriefings, and exercise appropriate judgement and tact while ensuring that confidential information is protected
• Negotiate and prepare contractual agreements, ensuring appropriate terms and conditions are included to protect the interests of RET and maintain supplier relationships
• Administer contract performance, including delivery, receipt, warranty, payment terms, damages and insurance
• Keep an updated database of suppliers and relevant information on suppliers
• Maintain purchasing records, reports and price lists
• Reconcile or resolve value discrepancies
• Address staffing resource needs in procurement department and supervise procurement assistants
• Develop and maintain constructive and cooperative working relationships with colleagues and management
• Perform other related duties as assigned by the National Coordinator
