QUALIFICATIONS AND JOB DESCRIPTION

LOOKING FOR FULL TIME CONTRACTS / COMMERCIAL MANAGER  FOR OUR INTERNATIONAL PROJECT

*** ONLY CANDIDATES WILLING TO WORK AT OVERSEAS PROJECTS (SOUTH ASIA) WILL BE CONSIDERED

Position Description: 

Manage all commercial matters including but not limited to tendering, contract management, claim management, change management, cost management, and legal matters. Protect and promote Turner interests in all matters. Subject matter expert on client, consultant, and trade contractual terms and conditions.

Reports To: Project Manager, Project Director, or Country Manager

Essential Duties and Responsibilities:

  • Implement standard procurement procedures and management of project procurement, cost, payments, schedule, change management, contracts, project handover, and close-out.
  • Prepare and update procurement plan, solicit pre-qualification and tender from Consultants and Contractors, prepare reports and analyses, prepare and review contract strategies and contract documents.
  • Prepare and administer contracts which includes, not limited to Project Sign-off and Finalize Account stages.
  • Cost Management: Prepare cost estimates and regular updates with reconciliation against contracted amounts, change management amounts, actual expenses, and payments. Manage payments and related commercial matters per contracts.
  • Change Management: Manage, review, assist with negotiations, and settle variations and claims as independent representative of client.
  • Manage external quantity surveying or cost management consultant.
  • Prepare timely notices for contractors and consultants notifying of breach of contract, for example issues with delays, quality, administration, securities, and warranties, etc
  • Support Business Development with contract reviews and negotiations as required.
  • Administer all contracts, including consultants and contractors.
  • Prepare commercial reports for incorporation into monthly report.
  • Assist client with administrative completion of contractor warranties and guarantees with respect to installations, products, and services provided.
  • Reply to contractual letters of contractors and consultants and update Commercial Manager, Project Manager, and PMCS Manager with cost & time implications and Extensions of Time (EOTs).
  • Participate in client management meetings.
  • Provide financial reports and support PMCS Department for cost control and financial reporting functions.
  • Review and evaluate all claims on project and any other commercial, contractual and insurance matters, as required.
  • Assist Project Manager with contractual matters.
  • Liaise and coordinate with client's legal team as required.
  • Create supportive environment to develop high-performing team, provide professional development opportunities and engage in coaching and mentoring relationships.
  • Lead team members, provide timely performance feedback and contribute to performance appraisals during annual performance cycle, utilizing talent management system.
  • Develop and deliver training to educate staff members regarding related department processes.
  • Other activities, duties, and responsibilities as assigned.


Qualifications: 

  • Bachelor’s Degree in Civil Engineering (or corresponding international degree) with 20 plus years of experience of building construction experience and/or legal position focused on construction law.
  • FIDIC expert & should have worked on Residential , Mixed used & Retail projects. 
  • Substantial knowledge of construction cost, scheduling, estimating, purchasing, and engineering principles and techniques, and extensive understanding of construction contract law preferably with The International Federation of Consulting Engineers (FIDIC).
  • Advanced knowledge of various construction methods and materials, their characteristics, installation procedures, and
  • tolerances.
  • Must have English language proficiency with professional oral and written communication skills.
  • Professional attitude and interpersonal relationships skills.
  • Knowledge of various types of local contracts.
  • Exercise independent judgment and discretion with ability to identify problems and initiate corrective action.
  • Management experience with ability to observe performance and effectively provide performance feedback.
  • Must be self-starter, adaptable and flexible to operate with minimal direction and/or little or no supervision while working in
  • complex and changing environment.
  • Demonstrated leadership, dedicated to teamwork and developing high performance teams.
  • Lead by example, set standards for performance and behavior, acts with integrity and professionalism, and respected by
  • others.
  • High degree of organizational skills with exceptional attention to detail.
