General Functions:

Under the overall supervision of Emergency Health Coordinator and direct supervision of Public Health Specialist in IOM, the incumbent should assist in execution of a range of public health and nutrition intervention to support earthquake affected population in Turkey.

Major Duties and Responsibilities:

1.   Support the public health intervention with integrated nutrition service. It includes planning, implementation and reporting of the interventions, including daily support and supervision to the health activities, human resource management, asset management, drug management and reporting.

2.   Coordinate with other department, such as WASH, Protection, Migration Health Division (MHD), Temporary Site Support (TSS), Displacement Tracking Matrix (DTM) at Kahramanmaras/Hatay  level.

3.   Coordinate with stakeholders such as Ministry of Health, AFAD, PMM, other UN agencies, and NGO partners, when requested.

4.   Ensure safety of staff and the project beneficiaries including facilitation of smooth and timely referral for patients with critical condition in close coordination with the health partners.

5.   Support the operation of mobile clinic or fixed-health facility during humanitarian emergencies as requested.

6.   Facilitate preparedness and response to emergencies including disease outbreaks, natural and man-made disasters and quality infection prevention and control measures.

7.   Engage in disease surveillance especially notifiable diseases to ensure the quality of data collection, review, verify and analyse and report to IOM, MoH, Health sector accordingly.

8.   Ensure all the health-related services are in line with the national and/or international guidance and maintain close coordination and communication with MoH and other partners.

9.   Ensure effective field coordination with the health and nutrition partners, government authority and community. This includes a regular attendance at or leading of the coordination meetings and joint health need assessment as requested.

10.  Monitor the needs, gaps, and public health issues within the provinces.

11.  Perform other duties that are required.

Performance indicators: weekly report and weekly meeting with the supervisor. 

Required Qualifications and Experience:

Education:

• Diploma of Registered Doctor,  Nurse or midwife with a minimum three years of work experience in Clinical settings.

Experience:

• Previous work experience with an International NGO or a UN Organization, and in a humanitarian context is an advantage. Experience in Migration Heath is a very strong advantage.
• Previous working experience on higher ranked or supervisory position within a medical facility is desired.
• Excellent communication and public relations skills is an advantage.
• Mature individual, able to work independently, effectively and harmoniously with colleagues from varied cultures and professional backgrounds at all levels.
• Capable of working under stressful conditions.
• Demonstrated ability to maintain accuracy and confidentiality in performing responsibilities.
• Training and experience in TB, STDs, other communicable diseases and migration health is considered an asset.
• Computer literate on Microsoft Word, Excel and Access.

Languages:

• Fluency in English and Turkish is required.
• Working knowledge of Arabic is advantageous.
