QUALIFICATIONS AND JOB DESCRIPTION

Essential Responsibilities : 1.Operational
•Mobilise the commissioning team and establish testing and commissioning.
•Plan and set up Commissioning tools etc.
•Establish site commissioning planning and pull the fronts from erection team on time.
•Select and hire local personnel as required for commissioning
•Execute daily (if required), weekly and monthly comprehensive commissioning reports to Commissioning head.
•Set up the site filing and document control system for commissioning protocols
•Strategically execute the site commissioning.
•Strategically execute the GE EHS Policy and the site EHS plan
•Strategically manage the site schedule, progress of works and cost
•Set up and strategically all the contractual site tests
•Carry out both meritorious and disciplinary actions as prescribed by GE regulations
•Take necessary actions to maintain high site morale
•Manage subcontracts / subcontractors.
•Coordinate with the client site team.
•Coordinate with erection team and Engineering team at HO.
•Internal as well as external punch point clearance.
•Handing over the power plant equipment to client.
•Closing the site with minimum punch point.
•Possess sound knowledge of overall commissioning of the plant.
•Handing over all the protocols and final settings to HO ( Commissioning head)
•Conduct Risk assessment for every activity and toolbox talks Conduct daily and weekly meetings with GE staff and subcontractors.
2.Managerial (Budget / Administration / People)
•The overall management and leadership of the GE site staff.
•Developing a Site Safety Culture during the site execution of the project and.
•Promote & develop a collaborative culture towards seamless execution of the site works between GE (erection & Commissioning), it’s sub-contractor, the customer and other contractors on site (e.g. civil works)
•Executing the project within the site installation budget.
•Achieving all Commissioning milestones within the site schedule.
•Performance assessments of all site Commissioning staff including contract staff
•Maintaining an intensive customer relationship and a high level of customer satisfaction.
•Closeout of all site subcontracts with fair and proper allocation of costs, minimizing impact to GE.
•Representation of GE to the customer and local authorities.
•Maintaining and enhancing the professional image and reputation of GE at all times.
•Develop technical skills of the self and team time to time. Specific Functional/Technical authority (besides DoA):
•Delegate the job to commissioning engineers as per the site requirement
•Is authorised to take urgent or emergency action to remedy sudden problems or discrepancies.
•Has authority to communicate with the client and any local entity or authority in the execution of his tasks.
•Is authorized to carry out appraisals and assessments of site Commissioning staff.
Measurement / Key Performance Indicators
•All major milestones achieved on time.
•Overall site Commissioning targets are achieved.
•Machines are performing well with desired parameters.
•All the contractual requirements and tests are met.
•All the punch points are closed.
•EHS Road Map targets are achieved with zero lost time injuries or fatalities.
•Customer satisfaction survey targets are achieved.
•All required performance assessments are completed.
•All the protocols/ final data/ settings communicated to HO (Commissioning head)
•All the feedbacks are furnished to HO (Commissioning head)
Role Summary/Purpose : Mission to complete execution of commissioning to the quality standard and plan, time schedule, scope of civil works, major packages handed over from Erection to commissioning and Vendor support, status of documentation. Commissioning protocols. EHS plan, site commissioning staffing plan, applicable local regulations, restrictions etc.
Qualifications/Requirements : •University degree (comparable with bachelor / master) or equivalent experience.
•Fluent in English, second language recommended (Chinese, French, German, Hindi, Portuguese, Spanish, Turkish,…)
•Knowledge of commissioning of whole plant packages
•3-8 years experience in power plant Commissioning and engineering.
•Appropriate experience and training in general leadership and management technique.
•High proficiency in English required
•Sound knowledge of commissioning at least in one package and over all knowledge of power plant.
•Leadership and social competence
•Extensive knowledge of power plant systems

•Quick and thorough decision making
•Active and positive in solving problems
•Motivating and well-aimed promotion of ideas and concepts
