The Department for International Development (DFID) for Middle East and North Africa Department (MENAD) has played a leading role in shaping conflict, transition and humanitarian policy on Syria, working closely with colleagues across Whitehall, and is now looking for a Syria Deputy Programme Manager to be based in Ankara.
The UK Government is a leading donor to the Syria humanitarian response and our total contribution is now over £1 billion. We expect the humanitarian programme to continue at a similar rate in response to escalating needs. It is essential that any DFID support is well coordinated with other actors, is targeted on priority areas based on assessed humanitarian need and is effectively monitored to maximize its impact.  DFID has deployed humanitarian specialists to the region to monitor and assess both the humanitarian situation and the work of our programme partners.
Alongside the humanitarian programme DFID is engaged in supporting the broader HMG Syria Strategy, particularly in terms of managing the wider consequences of the conflict inside Syria and the region and preparing for transition and support to the opposition. MENAD advises the SoS in her role on the National Security Council (NSC) where Syria is frequently discussed, and provides input to cross Whitehall Syria analysis, policy making and strategy setting. Working closely across HMG in London and the region is essential to delivering our DFID and shared HMG objectives on Syria. The SCU has a very close working relationship with other Government departments, particularly FCO and MoD in London, the British Embassies in Amman, Beirut and Ankara and the Syria Office in Beirut.
The work of the team is fast paced and requires both proactive engagement and rapid response to events on the ground, across Whitehall and multilateral coordination processes. MENAD is a welcoming and supportive place to work with stretching opportunities for learning and development.
The selected candidate will lead on and manage a range of UK funded humanitarian projects with NGO partners, with a particular focus on cross-border programmes into Syria, ensuring adherence to DFID programme cycle management procedures. This is a demanding and interesting role within the Syria Programme Hub. The Hub is responsible for delivering cross cutting humanitarian programmes in the region in response to the Syria crisis, and manages a budget of approximately £250 million a year. This job will allow you to work on DFID’s biggest humanitarian response to date, and give you the opportunity to lead on substantial areas of work. It will require excellent prioritisation, a positive can-do attitude, the willingness to work responsively across a wide number of issues and an ability to work under your own initiative with a range of stakeholders.
Required Experience & Skills
Programme management experience, preferably with knowledge of humanitarian / conflict prevention programming.
Programme management competency: Programme implementation, monitoring, evaluation and results reporting.
Excellent communication skills (written and verbal).
Strong financial understanding with good budget management.
A flexible approach to work under pressure, in a highly political environment. Desirable:
Confidence in dealing with a range of DFID, HMG and external partners.
Demonstrable knowledge and understanding of the international humanitarian system and its coordination processes during a crisis.
Availability to travel to Gazientep and Antakya. The post may also require travel to Istanbul, the region and Europe; the location of the job could change. Proficiency in the following FCO key competences:

The British Embassy in Ankara is seeking to fill a newly created Residence Support Staff position at the British Ambassador’s Residence. The successful candidate will be working in a busy team and help handling the day-to-day operations at the Residence.
