Proposal Engineer/Deputy Manager/Manager  

 QUALIFICATIONS:

- Bachelor's degree in Civil Engineering.
- Minimum of 10 years of professional experience including at least 5 years experience in tendering & contracts.
- Experience in infrastructure projects (dam, road, tunnel or bridge construction) is required.
- Experience in operations for ports & airports is a plus.
- Proficiency in computer skills, including Excel, Word, MS Project, and Primavera.
- Able to work effectively under tight deadlines and handle pressure.
- Strong written and verbal communication skills in Turkish and English.
- Problem-solving and analytical thinking abilities, with a strong ability to query and conduct research.
- A team player with a result-oriented mindset and excellent planning and organizational skills.
- Flexibility in working hours is required.
- No travel restrictions.
- Male candidates must have completed military service.

JOB DESCRIPTION:

- Reviewing tender requirements, preparing technical & financial proposals including cost estimating & scheduling.
- Establishing, maintaining, improving, and ensuring the accuracy of the proposals database and records.
- Attending clarification meetings with clients as needed.
- Familiarity with general specifications and market requirements.
- Preparing technical presentations of project execution plans, providing clarifications, and resolving queries.
- Conducting site visits to become familiar with site conditions and incorporate them into the technical proposal.
- Collecting material and subcontractor prices, preparing price quotations, creating price analyses, and developing business plans.
- Preparation and issuance of cost control and budget planning reports, if required.
- Preparation and follow-up of daily and weekly activities.
