Job Description

• We are seeking an experienced Occupational Health and Safety (OHS) Manager to lead safety strategy and site execution across a large-scale international infrastructure project involving civil engineering and tunnelling works.
• Act as a senior leadership position with full accountability for the project's OHS management system and direct visibility with project leadership and the client.

Key Responsibilities

• Develop and implement the Project OHS Management Plan, procedures and safe systems of work in line with applicable legislation, client requirements and ISO 45001.
• Lead the OHS team and oversee contractor and subcontractor safety performance.
• Manage critical risks associated with tunnelling, lifting operations, work at height, confined spaces, excavation and hazardous energy isolation.
• Implement Serious Injury and Fatality (SIF) prevention programmes and verify critical controls on site.
• Review risk assessments and method statements, conduct site inspections and audits, and ensure corrective actions are completed.
• Lead incident investigations and coordinate emergency preparedness, evacuation and rescue arrangements.
• Oversee occupational health, workforce training and safety awareness programmes.
• Prepare OHS performance reports and represent the project in meetings with international clients, consultants and contractors.

Qualifications and Experience

• Bachelor's degree in Engineering, Occupational Health and Safety or a related technical discipline.
• Minimum 15 years of professional experience, including 10 years in OHS management on major construction or infrastructure projects.
• Proven experience on international projects, working with multinational teams and contractors.
• Strong tunnelling and underground construction experience, including SIF prevention and critical risk management.
• NEBOSH International General Certificate or equivalent required; NEBOSH Diploma preferred.
• IOSH membership, preferably CMIOSH, would be an advantage. IOSH Managing Safely or Leading Safely training is also valued.
• OSHA 30-Hour Construction training and ISO 45001 Lead Auditor qualification are preferred.
• Any statutory OHS qualification required in the project's jurisdiction.
• Excellent written and spoken English, with the ability to lead meetings, deliver training and prepare technical reports for international stakeholders.
• Strong leadership, communication, incident investigation and contractor management skills.
