Commercial Director
As MCS - Mühendis İnşaat Yönetim A.Ş., we are seeking an experienced Commercial Director for large-scale superstructure construction project. The successful candidate will establish and lead the Commercial Department while overseeing all Technical Office and commercial management functions throughout the project lifecycle.

MÜHENDİS manages all processes from the land development stage to the turnkey stage in the light of Engineering Science and Ethics in order to ensure that the Superstructure Investments / Construction Projects it undertakes are completed at optimum cost, quality and time.
MÜHENDİS provides a wide range of services to its customers, from the construction inspection services of an ongoing project to restructuring consultancy for the construction sector.
General Qualifications:
• Bachelor's degree in Civil Engineering or a related field
• Minimum of 20 years of professional experience in the construction industry
• Minimum of 10 years of experience in the CIS region
• Proven experience in large-scale superstructure projects such as hospitals and five-star hotels
• Familiar with CMETA/PTO norms
• Sound knowledge of FIDIC-based and local contract forms
• Advanced proficiency in Russian
• Strong leadership and team-building experience
Job Description:
Commercial Strategy & Management:
• Lead the Commercial Department, setting up its procedures, workflows, and reporting systems.
• Develop and execute the project's commercial strategy
• Oversee all Technical Office and commercial management functions throughout the project lifecycle, from tender stage to final account and close-out.
Budget, Cost Control & Reporting:
• Develop and manage project budgets in collaboration with project managers and other stakeholders.
• Implement cost control systems; monitor actual versus budgeted costs, analyze deviations, and safeguard project margins.
• Prepare periodic commercial reports covering cost, revenue, cash flow, risks, and opportunities for senior management.
Planning & Progress Control:
• Manage the planning team to develop and maintain project schedules, identifying critical milestones and potential risks.
• Monitor physical and financial progress; ensure delays and their commercial impacts are recorded and addressed in time.
Tender, Estimating & Bid Preparation:
• Lead tender processes, including analysis of tender documents, quantity take-offs, unit price analyses, and cost estimates.
• Prepare complete and competitive bid proposals covering pricing, schedules, qualifications, and commercial terms.
• Collaborate with the business development team to identify and evaluate potential opportunities.
Contract & Claims Administration:
• Negotiate and administer main contracts and subcontracts (FIDIC and local forms), ensuring terms aligned with company objectives.
• Manage variation orders, extension of time, and cost claims; ensure timely contractual notices and correspondence.
• Handle disputes effectively, coordinating with legal teams to protect the company's interests.
Quantity Surveying:
• Oversee Technical Office activities, including quantity surveying, work-done measurements, and as-built records.
• Ensure preparation of smeta (CMETA) documentation, work acceptance, and progress payment documents in accordance with local CIS norms and employer requirements.
Procurement, Subcontracting & Logistics:
• Direct procurement and subcontracting processes: prequalification, bid evaluation, negotiation, and award of suppliers and subcontractors.
• Optimize supply chain and international logistics, including customs and import processes in the CIS region.
• Ensure timely and cost-effective delivery of materials and equipment to project sites.
Cash Flow, Payments & Guarantees:
• Manage project cash flow, client invoicing, and progress payment applications; control subcontractor and supplier payments.
• Administer bank guarantees, letters of credit, insurance policies, and bonds required under the contracts.
Risk Management:
• Identify and assess commercial, contractual, and procurement risks; maintain the project risk register.
• Develop and implement risk mitigation strategies to protect the company's interests, margin, and cash flow.
Team Leadership & Stakeholder Relations:
• Build, lead, and mentor a high-performing commercial team, promoting continuous professional development.
• Collaborate with project management, finance, and legal functions to achieve common goals.
• Represent the company on commercial matters before the employer, consultants, subcontractors, and authorities.
