OPTIMAL is a project management and consultancy company providing specialist services across a wide range of sectors, including Residential, Hospitality, Commercial and Office Buildings, Public Buildings, Healthcare, Education, Industrial and Biomedical Facilities, Logistics, Infrastructure (Water Supply, Wastewater, Water and Wastewater Treatment Plants, Solid Waste Management), and Energy & Energy Efficiency projects.

As part of our expanding portfolio of national and international projects, OPTIMAL is seeking a Business Development & Tendering Engineer to join its Istanbul Head Office. The successful candidate will contribute to business development initiatives, strategic partnerships, and the preparation of competitive proposals for projects financed by international financial institutions as well as private sector clients.

Key Responsibilities

• Monitor public and private sector projects and business opportunities in local and international markets and conduct preliminary assessments.
• Maintain and regularly update the company’s tender pipeline and tender schedule.
• Establish and maintain communication with potential partners, clients, and stakeholders.
• Prepare Expressions of Interest (EOIs), Prequalification Documents, and Technical Proposals for International Financial Institution (IFI)-funded projects.
• Prepare technical and commercial proposals for private sector opportunities.
• Support the preparation of tender submissions, including both prequalification and proposal stages.
• Update and maintain tender templates, databases, and related documentation.
• Manage and update company project references, corporate credentials, and key expert CVs.
• Coordinate with internal departments to collect and compile information required for proposal submissions.

Qualifications & Requirements

• Bachelor's degree in Civil Engineering, Environmental Engineering, or a related engineering discipline.
• Proven knowledge of procurement and tendering procedures of International Financial Institutions (World Bank, European Union, European Investment Bank, Council of Europe Development Bank, etc.).
• Preferably 3–4 years of experience in business development, tendering, consultancy, engineering, or related sectors.
• Excellent written and spoken English.
• Strong command of MS Office applications, particularly Excel and PowerPoint.
• Experience with presentation, reporting, and data visualization tools is an asset.
• Strong communication, negotiation, and stakeholder management skills.
• Ability to communicate effectively with internal and external stakeholders, both verbally and in writing.
• Professional attitude and strong representation skills.
• Excellent organizational and time-management abilities.
• Proactive, detail-oriented, flexible, and eager to learn.
• Based in Istanbul with no travel restrictions.
• Male candidates must have completed military service.
