Job Profile

We are looking for a Tender Mechanical Engineer who will be one of the leading members of a multi-discipline tender preparation and proposals team. Will be responsible for carrying out the tender mechanical engineering especially in tender project development of EPC industrial projects. In tender project development, the Tender Mechanical Engineerwill be expected to carry out the mechanical  engineering review and interpretation of the Basic/FEED Design of the industrial plant process for the purpose of; identifying any discrepancies/missing parts which are to be defined and supplemented, consequently optimizing the process if necessary and consequently carrying out MTO’s and preparing BoQ’s by implementation of optimizations upon reviewing and  tracing all related project flow diagrams and P&ID’s.

Tender Mechanical Engineer will be supporting the tender proposals preparation regarding mechanical installation and erection; piping prefabrication and erection, mechanical equipment supply, installation and erection of industrial process units, steel structures fabrication and erection work packages of mainly large and complex industrial plants projects. Tender proposals preparation will consist of commercial bid & technical bid parts which will necessitate interfacing interactively with other technical professionals; other disciplinary proposal engineers, engineering and procurement teams. Submittal of bids may be coordinated with sub-consultants and other engineering partners/subcontractors who may also be involved. Tender Mechanical Engineers are expected to coordinate the tender mechanical engineering scope of works for various packages of a whole project and be able to compile and correlate with cost estimation and pricing to close the bid with the team in a condition ready to submit.

Job Description

·       Classifies all tender documents received from Client, reads with a good level of understanding and correct interpretation; the tender ITB, technical specs, drawings and other technical tender documentation by also correlating in parallel with the draft conditions of contract given by the clients along with related contractual and commercial requirements of clients.

·       Maintains communication with the counterpart in client organization, making queries and responding bid clarifications on due course during tender proposals preparation,

·       Contributes to the writing of the tender proposal sections; responds to requests for information, supports business development team for pre-qualification questionnaires, invitations to tender and requests for proposals,

·       Liaise with a variety of internal functions to ensure preparation of most up-to-date and relevant answers to respond the tender questions; supports carrying out technical proposal preparation, engineering, planning and execution documentation, bid qualifications, contractual deviations and other necessary commercial and corporate information required to be submitted with the bid proposal,

·       Communicates with potential engineering subcontractors, manufacturer/suppliers and prepares appropriate RFQ documentation including mechanical data sheets for the process equipment and instruments to get subcontractor/supplier quotations. Make subcontractor/supplier price evaluations, comparison tables and implement them in the main bid,

·       Communicates with process technology expert engineering solution partners/engineering subcontractors during bid preparation, determine DoR’s, interfaces with other partnering/subcontracting engineering companies, suppliers and manufacturers for completing a satisfactory tender mechanical engineering study to support execution planning, cost estimation and firm tender pricing.

·       Makes local market analyzes for project resources, taking into account the variable market conditions in different countries and different regions,

·       Evaluates technical and commercial risks, ensuring all are foreseen, managed, priced, or transferred along with benefits in the final tender price as appropriate,

·       Focuses absolutely on the final product by closing the bids with the knowledge of final bid closing margins and pricing in compliance with company management by also considering up-to-date effective company strategy for submitting and winning profitable bids.

 Skills and Qualifications

·       Bachelor’s Degree in Mechanical Engineering

·       Master’s Degree in the relevant engineering fields may be an asset

·       Technical background in industrial plants engineering, construction and erection preferably in oi&gas sector, experience in construction site operations, familiarity with activities of SMP; mechanical equipment installation, tanks erection, piping pre-fabrication and erection, structural steel fabrication and erection, HVAC, fire-fighting systems, sanitary and plumbing systems, related payment and planning methods

·       7+ years’ related experience in creating, writing and editing proposals for construction and erection of  large-scale industrial plant projects

·       Experience and understanding of unit price, lump sum and EPC project execution structures and the construction methods, and progress payment methods

·       Excellent command of verbal and written English

·       Result driven with attention to details

·       Team-work skills, harmonious and effective communication skills and cooperation abilities with teammates

·       Having no obstacles to travelling
