İŞ TANIMI
JOB PURPOSEIn charge of management and coordination of capital projects which mainly covers upgrade and modernization of oil storage and pumping facilities. Duties include carrying out feasibilities, preparing cost estimates and budgets, preparing project specifications and tender documentations, carrying out bid evaluations and directing planning and scheduling activities, reviewing and approving vendor and contractor technical and commercial documents, managing and coordination of contractor activities and final inspection and acceptance of completed works. Responsable for terminals mechanical activities coordination in a cost effective manner, ensuring that all assets are meeting Legal requirements and Group standards. Reporting of the mechanical works KPIs.
MAIN RESPONSIBILITIES
Coordination of the Capex and Opex project activities within POAS assets terminals network with following main accountabilities:
- Maintain all mechanical works in Oil & LPG Terminals and Aviation Terminals
- Leads the project within budget and time schedule
- Perform project coordination meetings at head office and site periodicly basis
- Research & investigate new investment projects suitability and applicability
- Carry out feasibilities with Strategy & Planning Mng. and preparing budgets
- Prepare project specifications and detailed engineering drawings
- Evaluate the contractors for tendering. (Considering technical, financial & HSE situation)
- Prepare tender documentations (Technical Specification, BoQ and technical drawings etc.)
- Coordinate the approval of Agreement by Financial department & Company Lawyers
- Carry out bid evaluation for Market Survey Evaluation Committee decision
- Execute quality management of projects at site
- Review and approve technical and commercial documents of vendor and contractors
- Final inspection and acceptance of the completed work
- Conduct personnel training before commissioning
- Hand over the project with trained Terminal Staff
- Carry out project manegement in accordance with EN, TS standards and ASME, API, NACE, NFPA codes.
- Plan and conduct surveys for storage tanks, piping & pipelines, jetty and CBM systems in accordance with maintanance program
- Supports definition of the Frame Services agreements on terminals mechanical activities
- Acts as interface between terminals operations and POAS central functions ( i.e Procurement) for mechanical works procurement process (tendering)
- Develops set of KPIs to facilitate efficient monitoring of the maintenance activities
- Continuous monitoring and reporting of the KPIs to terminals management
