Hill International Project Management and Consultancy Inc. is seeking an experienced Project Controls (PCS) Manager to be based in our Istanbul Office and support a major hydropower and energy infrastructure development programme in the Kyrgyz Republic.
The successful candidate will be responsible for establishing, coordinating, and managing integrated project controls processes across multiple project workstreams, consultants and stakeholders.
Qualifications:
- Bachelor’s degree in Civil Engineering or a related engineering discipline,
- Minimum 12 years of professional experience, preferably including significant experience in project controls, planning and scheduling functions,
- Previous experience in a Project Controls Manager, Planning Manager or similar senior project controls role,
- Experience in large-scale infrastructure, energy, hydropower, dam, power generation and/or EPC projects is strongly preferred,
- Strong knowledge of project planning, scheduling, progress measurement and reporting,
- Experience in development and management of integrated master programmes, baseline schedules, WBS and progress measurement systems,
- Good understanding of cost control, forecasting, earned value, risk management and change control principles,
- Ability to review, assess and challenge programmes and progress information submitted by consultants and contractors,
- Ability to interpret contracts, administrative and technical specifications; knowledge of FIDIC and/or major EPC contract structures is preferred,
- Strong analytical, problem-solving and decision-support skills,
- Proven team management, coordination and organizational capabilities,
- Strong communication and interpersonal skills, with the ability to work effectively within multidisciplinary and multicultural teams,
- Full professional proficiency in written and spoken English, including correspondence, reporting and presentations,
- Advanced proficiency in MS Office and relevant (Primavera P6) project controls software,
- No restrictions on international travel and willingness to travel to the Kyrgyz Republic as required.
Key Responsibilities:
- Establish, implement and govern the overall Project Controls System, including planning, scheduling, progress measurement, cost control, risk, change control and reporting,
- Develop, maintain and regularly update the Integrated Master Programme covering all relevant project workstreams,
- Establish and maintain appropriate Work Breakdown Structure (WBS), schedule hierarchy, coding structures and progress measurement methodologies,
- Develop and manage project baselines, schedule updates, forecasts, look-ahead programmes and recovery / acceleration scenarios,
- Perform critical path, schedule variance, delay and trend analyses and identify potential impacts on key project milestones,
- Review, validate and consolidate programmes, progress data and forecasts submitted by consultants, sub-consultants and contractors,
- Coordinate programme interfaces between engineering, investigations, permitting, environmental and social activities, procurement, enabling works and subsequent construction packages,
- Monitor project performance against approved baselines and provide timely identification of schedule, cost and performance deviations,
- Support project cost control, budgeting, forecasting and Estimate at Completion (EAC) processes in coordination with the relevant project team members,
- Integrate project risks, opportunities and changes into project controls and programme management processes,
- Develop and maintain project controls procedures, reporting formats, dashboards, KPIs and management information systems,
- Prepare and coordinate weekly, monthly and ad-hoc project controls reports for Project Management and Senior Management,
- Provide schedule-based analysis and decision-support for alternative implementation strategies, sequencing, acceleration measures and key management decisions,
- Coordinate closely with the Project Management Team, technical disciplines and other project stakeholders to ensure consistent and reliable project controls information.
