We are looking for a highly qualified and experienced Technical Office Manager to join our team for a prestigious, international greenfield automotive assembly plant project in Çankırı / Yakınkent OSB.
Reporting directly to the Project Manager, you will lead all technical office functions, contract administration, project controls, cost management, sub-contractor coordination, and scheduling. You will serve as the central technical hub bridging the site execution teams, design office, and international investors to ensure the automotive plant is delivered on time, within budget, and to global industrial standards.
Key Responsibilities
1. Contract Administration, Claims & Change Management
Contract Control: Administer and monitor all prime contracts, sub-contractor agreements, and consultant contracts to ensure full compliance with operational and legal obligations.
Variation & Claim Management: Identify contract discrepancies, missing information, and scope gaps early; manage Variation Orders (VOs), Change Orders, and Extension of Time (EOT) claims.
Sub-contractor Management: Lead sub-contractor tendering, technical bid evaluations, rate analyses, and contract negotiations. Supervise sub-contractors on all technical office requirements (payments, deliverables, reports).
2. Planning, Scheduling & Risk Mitigation
Master Scheduling: Develop, execute, and monitor the Master Schedule, Detailed Construction Schedule, and short-term Look-Ahead Schedules using Primavera P6 and MS Project.
Progress Tracking & S-Curves: Track physical progress via weekly S-Curves, manpower allocations, realized quantities, and site productivity against baseline targets.
Recovery Plans & Risk Analysis: Proactively identify technical and schedule risks in advance; create and execute recovery plans with site teams and contractors when delays occur.
3. Cost Control, Budgeting & Progress Payments (Hakediş)
Interim Payment Certificates (IPC): Prepare, verify, and manage all sub-contractor progress payment certificates (hakediş), as well as compile main client/investor progress billings.
Budget & Cost to Completion: Develop and monitor the overall construction budget, conduct Earned Value Analysis, and compile periodic Cost-to-Completion and Cash Flow forecasting reports.
BOQ & Quantity Surveying: Oversee Bill of Quantities (BOQ) updates, quantity take-offs (metraj), rate descriptions, and material reconciliation against actual site execution.
4. Technical Coordination, Specs & Value Engineering
Technical Review: Review and update technical specifications, structural/architectural/MEP drawings, tender documentation, and submittals for constructability and site alignment.
Value Engineering: Identify cost-saving alternatives and efficiency opportunities without compromising quality or safety specifications.
Reporting: Prepare and present comprehensive Daily, Weekly, and Monthly technical performance dashboards for executive leadership and international stakeholders.
Required Qualifications & Competencies
Education: Bachelor’s degree in Civil Engineering from an accredited university. (PMP certification or Master’s degree is a plus).
Experience: Minimum of 15 years of progressive technical office experience, with a proven track record inindustrial construction projects (factories, power plants, heavy infrastructure).
Software Proficiency: Highly proficient in Primavera P6, MS Project, AutoCAD, MS Office (advanced Excel modeling), and BOQ/progress payment software (e.g., AMP, Oska).
Language Skills: Fluent in written and spoken English to manage international stakeholder reporting and foreign engineering documentations.
Travel & Location: Located in or willing to relocate to Çankırı / Yakınkent OSB for site operations. No domestic or international travel restrictions.
Military Service: Military service completed for male candidates.
