Community Liaison Officer

International Infrastructure & Construction Project

We are seeking an experienced Community Liaison Officer (CLO) to be the project's day-to-day point of contact with local communities throughout delivery of a major international infrastructure project. This is a front-line, relationship-driven role that shapes how the project is perceived on the ground.

KEY RESPONSIBILITIES

• Act as an accessible point of contact for local residents, community representatives and other stakeholders.

• Explain upcoming construction activities, potential disruption and relevant mitigation measures.

• Organise community meetings, consultations and information-sharing activities.

• Operate the project grievance mechanism and accurately record complaints, enquiries and requests.

• Coordinate responses with responsible project teams and keep complainants informed of progress.

• Monitor agreed actions and confirm that outcomes are communicated and documented.

• Identify emerging community concerns and report issues requiring management attention.

• Support inclusive engagement with vulnerable groups and people who may face barriers to participation.

• Maintain stakeholder registers, consultation records and regular community liaison reports.

• Coordinate closely with social specialists and construction teams to prevent avoidable disputes.

QUALIFICATIONS AND EXPERIENCE

• Degree in Sociology, Communication, Public Relations, Law, Psychology, International Relations or a related discipline.

• Minimum 10 years of professional experience, including 5 years as a CLO or in community engagement.

• Proven expertise in stakeholder engagement and grievance mechanism management.

• Experience supporting construction or infrastructure projects would be advantageous.

• Excellent interpersonal, listening, negotiation and conflict-resolution skills.

• Ability to communicate clearly with people from different backgrounds and handle challenging discussions professionally.

• Strong record-keeping skills and a confidential approach to personal information.

• Ability to communicate effectively in the languages used by affected communities.

• English proficiency for coordination within an international project team would be advantageous.
