Role Purpose

Accountability for managing the design and implementation of AML/CFT compliance programs, policies, and practices to ensure all business practices and units complies with the regulatory requirements in Turkey and Group policies. The role is expected to identify, analyse, and document the regulatory risks associated with the business operations with respect to operational, compliance, financial and technology related risks. The candidate must meet the eligibility requirements for appointment as MLRO by the governing institution.

Desired Skills and Experience:

• BS degree (4 years or +).
• Proficiency in written and spoken English.
• Minimum 5 years related experience in audit, internal control or compliance in a financial institute.
• Excellent knowledge of applicable laws and regulations as well as general Business practices.
• Ability to identify and define compliance related problems, collect data, establish facts, draw valid conclusions and make appropriate recommendations for corrective action.
• Comfortable working with computer systems.
• Very good analytical and numerical ability.
• Attention to detail and accuracy in handling routine activities.
• Ability to work independently as well as in a team environment.
• Ability to remain composed and make appropriate decisions under stressful conditions.

Major Responsibilities

• Establishing Financial Crime policies and procedures in compliance with Group policies, laws and regulations and Guidelines in Turkey, and providing advice to the business.
• Identifying new regulatory developments and reviewing their impact on business.
• Developing robust and sustainable AML control framework.
• Conducting monitoring for potential money laundering and other breaches of conduct of business regulations.
• Establishing and maintaining KYC, CDD and EDD procedures.
• Mandatory regulatory report filings to Ministry of Treasury and Finance.
• Overseeing Financial Statutory and regulatory reports are submitted within required deadline.
• Managing regulatory inspections and relationship with regulators.
• Act as the key contact point regarding all AML/CFT related matters/ queries from the Regulators and any other competent authorities.
• Assisting management in enforcing country regulations and group policy.
• Overseeing that POS tools and equipment are functional and compliant.
• Delivering Compliance Management reports.
• Ensuring that the business and products are fully licensed and undertake license renewal where required.
• Receive Internal Suspicious Activity reports from employees and analyse them to take appropriate decisions to report to MASAK.
• Cooperate with and provide the MASAK with all information it requires for fulfilling their obligations.
• Develop AML/CFT training programs considering all relevant risks of ML/FT and financing illicit organizations including the ways/means for addressing them.
• Provide AML/CFT training and support to management and employees on how to fulfil their regulatory duties.
• Provide necessary reports to the Board of Directors and Compliance Committee on all AML/CFT issues, on a quarterly basis at a minimum.
• Arrange to retain all necessary supporting documents for transactions, KYC, monitoring, suspicious transaction reporting and AML training for the minimum period for record retention.  
• Annual review of AML/CTF policies and conduct regular gap analysis between the existing AML/CFT Procedures and current Laws, Regulations and propose actions required to address gaps, if any.
• Oversee compliance of the business against internal AML/CFT policies and procedures.

Role specific to risk management

• Maintain the company’s risk register
• Support group ERM team and deliver quarterly risk report to the board.
