Qualifications

• Bachelor's degree in Engineering or a related discipline,
• Minimum 5–10 years of experience in Health, Safety and Environment (HSE) within construction, infrastructure, road, airport, port, energy, or industrial projects,
• Strong knowledge of and familiarity with IFC Performance Standards, World Bank Group Environmental, Health and Safety (EHS) Guidelines, and similar international lender requirements,
• Proven competency in the development and implementation of HSE Plans, risk assessments, method statements, emergency response plans, permit-to-work systems, and site procedures,
• Experienced in subcontractor HSE management, site inspections, incident investigations, corrective action follow-up, and HSE reporting,
• Professional proficiency in English, with the ability to communicate effectively with international lenders, consultants, employers, and project stakeholders,
• NEBOSH, IOSH, OSHA, or an equivalent international HSE certification is preferred,
• Strong leadership, communication, reporting, and team management capabilities,
• Willingness to work in Africa on a project-based or rotational basis.

Job Description

• Prepare and ensure the effective implementation of project-specific HSE Plans,
• Develop and maintain risk assessments, method statements, emergency response plans, permit-to-work systems, and site procedures,
• Monitor, evaluate, and manage the HSE performance of subcontractors,
• Conduct regular site inspections to ensure compliance with applicable regulations, project requirements, and international standards,
• Lead the investigation of incidents, near misses, and non-conformities; perform root cause analyses and ensure timely closure of corrective and preventive actions,
• Monitor, analyze, and report HSE performance indicators on a regular basis,
• Coordinate with international lenders, consultants, employers, and project teams to ensure full compliance with HSE requirements,
• Promote a strong safety culture across project sites and provide guidance and leadership to site personnel on HSE matters.
