The British Consulate General in Istanbul is part of a worldwide network representing British political, economic and consular interests overseas and is looking for a Technical Estates Officer / Facilities Manager to support the Corporate Services Team.
Main purpose of job:
Lead a multidisciplinary Estates Technical Team of six staff, including tradespeople and gardeners, to deliver planned preventative maintenance and technical works across a diverse estate comprising offices, residential properties and grounds. Ensure compliance with FCDO health, safety and fire safety standards, manage contractors and procurement activity, oversee building maintenance and statutory inspections, and deliver technical estates projects from inception to completion in accordance with audit requirements. Act as Fire Safety Manager and provide technical leadership in maintaining a safe, compliant and well-functioning estate.
Roles and responsibilities:
- Lead and manage the Estates Technical Team and Gardening Team, including workload planning, performance management, and staff development.
- Oversee the delivery of the Planned Preventative Maintenance (PPM) programme across offices, residential properties, grounds, and associated facilities.
- Conduct and support property inspections, identifying maintenance, compliance, and safety issues, and ensuring timely corrective action.
- Assess prospective residential properties and provide technical recommendations to ensure they meet organisational health and safety standards.
- Supervise planned, reactive, and emergency maintenance works, including building services and equipment such as generators, boilers, emergency lighting, and air conditioning systems.
- Ensure compliance with health, safety, fire safety, and building standards across the estate.
- Act as the organisation's Fire Safety Manager and lead on fire safety compliance, inspections, and risk management.
- Prepare risk assessments and safe systems of work for maintenance and operational activities.
- Manage contractors and suppliers, ensuring works are delivered safely, on time, within budget, and to the required quality standards.
- Support the delivery of property improvement, refurbishment, and capital projects from planning through to completion.
- Monitor project costs and procurement activities, ensuring compliance with organisational policies and audit requirements.
- Maintain accurate records of maintenance activities, inspections, assets, statutory compliance, and technical documentation.
- Manage and update the electronic property and asset management system.
- Coordinate technical support for office operations, events, residential accommodation, and estate grounds.
- Participate in an out-of-hours emergency call-out rota, responding to urgent estate-related incidents when required.
- Travel occasionally within Türkiye to provide technical support to other locations as needed.
Essential qualifications, skills and experience
- Fluency in English and Turkish, both written and spoken, to a minimum of CEFR C1 level.
- Technical or engineering qualification, or significant practical experience in a technical discipline such as electrical systems, plumbing, HVAC, building services, or facilities management.
- Proficient in the use of IT applications, including Microsoft Teams and Microsoft Excel.
- Proven experience managing and leading diverse teams, including performance management and workload planning.
- Full, valid driving licence and willingness to drive as part of job duties
Desirable qualifications, skills and experience
It will be a plus:
- Knowledge of UK Health and Safety law & standards will be an advantage.
- Formal Health and Safety certification.
